ORGANIZATIONAL CONTEXT

This position covers Finance and Administration of the Iraq CO; based in Baghdad and report to the Country Director. Incumbents are expected to take responsibility for cover a range of aspects of finance, budget, and administration requiring some interpretation of standard guidelines/practices.

Job holders operate with minimal supervision and provide guidance to junior staff to ensure that operation, project, and administrative objectives are achieved. They are heavily involved in day-to-day activities and analytical work, and provide advice on less complex issues, applying rules and regulations and expertise in making determinations and recommendations across a range of activities.

JOB PURPOSE

To support the stewardship of WFP’s assets, resources, monitoring budgets, forecasting, analysing, reporting and providing core administrative support to enable effective management of funds, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible. To contribute to daily planning and delivery of quality, customer-focused, value for money administrative services that enable staff in country/location operations to deliver food assistance to beneficiaries, in line with WFP’s strategy.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Maintain awareness of corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.
  2. Contribute towards the development of country specific plans and processes, including administrative processes aligned with Regional and wider WFP strategy, policies, and processes to meet the food assistance needs of beneficiaries within the Country.
  3. Report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.
  4. Monitor budgets and carry out forecasting for new and ongoing projects according to established corporate procedures and requirements.
  5. Develop annual plans, contribute to longer term strategies and improvements to policies, systems and procedures to ensure services provided support WFP strategic objectives and are in compliance with corporate policies, standards, regulations and processes.
  6. Carry out complex data analysis to provide management and clients with the accurate information and reports for efficient planning and decision-making.
  7. Manage the existing resources in the area of responsibility (e.g., WFP managed facilities, assets, protocol and travel management, etc.) and estimate new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services.
  8. Where necessary, deliver core administrative services, working with contractors and following standard processes to provide cost-effective, quality, and timely services to WFP staff.
  9. Collate data and contribute to preparation of accurate and timely reporting, providing management with financial, staffing and resource usage information to enable them to make informed decisions.
  10. Contribute to the delivery of financial and administrative controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance, or financial risks.
  11. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  12. Build and maintain the partnership with WFP stakeholders, other UN agencies and local government offices.
  13. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  14. Perform other duties as and when required.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent

Experience

  • Five or more years of progressively responsible work experience in Financial Management, office management and administration.
  • Has experience reviewing and analyzing financial statements.
  • Has experience implementing accounting and internal control processes.
  • Has provided direction and instruction to more junior staff members in finance and administration.

Language

  • Fluency (level C) in English language and Arabic language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience in processing accounting and financial transactions and supporting in preparation of financial reports.
  • Experience in monitoring, analysing, interpreting, and reporting data, using Excel or accounting package.
  • Knowledge of Financial Rules and Regulations, Financial Management Manual, WFP's accounting policies and IPSAS.
  • Good attention to details, communication, teamwork, and client orientation skills.
  • Has experience collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.

TERMS AND CONDITIONS

Position Title: Finance Officer (Finance and Administration) Contract Type: Fixed Term Grade: NOB Duty Station: Baghdad, Iraq Salary: Starting at USD 66,014.00 gross per year. Medical Plan: Valid medical plan for the staff member, spouse, and dependent's children Annual Leave: 30 working days per year.
