- Proven experience in planning, implementation and overseeing research, assessments, evaluation, developing analytical documents.
- Experience with developing programmes for strengthening parenting skills is an asset.
- Fluency in English and Russian languages. Knowledge of Kazakh language is an asset.
- Excellent programme management skills.
- Good communication, writing and interpersonal skills.
- Proven ability to innovate, plan and execute ideas as well as transfer knowledge and skills.

The individual contractor’s engagement is based on 2020 Work Plan between UNICEF and the Commissioner for Human Rights, UNICEF and UN Women Agency to Agency Agreement for 2019-2021.

How can you make a difference?
Individual Contractor is needed with solid knowledge and expertise in the area of prevention and response to violence against children; planning and implementation of research & evaluation; piloting parenting programme. The contractor will provide technical assistance and expertise in daily work with central and local level authorities and implementing partners.
Purpose of the Assignment
The overall purpose of the assignment is to provide technical assistance to UNICEF Country Office in achieving country programme results in the area of child protection with focus on prevention and response to violence against children, specifically: The individual contractor will: • support evidence generation and dissemination activities: planning, overseeing data collection and quality assurance of implementation of the Follow-up study of Knowledge, Attitudes and Practices on Violence Against Children in the Families in Kazakhstan; contributing to planning, data collection and validation of the Evaluation of the National System for Prevention and Response to Violence against Children in Kazakhstan; presentation of the results of Analysis of Sources of Administrative Data on Violence Against Children; testing revised list of childcare indicators for TranMonEE Database; • support planning, implementation (including capacity building) and monitoring of realization of pilot family skills strengthening programme ‘Families UNited’ jointly with partner agencies • Support in implementing awareness raising and capacity building activities for prevention and response to violence against children in coordination with UN Women and National Commission for Women and Family Demographic Affairs.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. • Payment, upon completion of each deliverable according to schedule.
