How can you make a difference?

  1. Ensures all procurement activities related to Institutional and Service contracts are in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual, and all other applicable procurement procedures.
  2. Conducts contracts management to ensure supplier and contractor compliance to Long Term Agreements (LTA’s), purchase order and contract terms and conditions.
  3. Directly manage the country office procurement processes for services; and advise programs/operations in supply strategy and recommended purchase methods; LTA's, Institutional Contracts, analysis and evaluation of procurement requests and appropriateness of Terms of References/Scope of Services.
  4. Issues tender invitations to acceptable suppliers and contractors, evaluates quotations, clarifies offers, and negotiates with suppliers and contractors as appropriate.
  5. Makes recommendations for finalization of purchases, adjudicates offers in consultation with programmes and Procurement Specialist. Prepares, present and defends submissions to Contract Review Committee (CRC).
  6. Establishes Long Term Agreements.
  7. In partnership with procurement staff, evaluates suppliers and contractors with respect to delivery performance, product acceptability and commercial acceptability.
  8. Develops and executes procurement training, certification and capacity building activities.
  9. Participates in inter-agency and UN procurement reform activities.
  10. Any other duties or assignments as requested by the supervisor.

To qualify as an advocate for every child you will have…

  • University degree in Business Administration, commerce or technical field required, Contracting, Procurement, Logistics, Supply Chain Management or a related field.
  • At least Two years of professional work experience in contracts supply/logistics management at the national and international levels.
  • Experience in commercial activities with the public or private sector in developing and industrialized countries.
  • Knowledge of worldwide procurement, contract negotiations and administration.
  • Ability to manage and monitor the effective use of financial and material resources.
  • Computer skills, including internet navigation, and various office applications.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of the local language will be an asset.
