Background

For more than two decades, UNICEF has been working closely with the national government, local representatives and civil society to improve the situation of children in Kazakhstan, ensuring equal access to quality social services, and primarily, healthcare and education. The Government of Kazakhstan and UNICEF are currently implementing another five-year program of cooperation. Along with those national priorities and strategies, however, the country has also taken its international obligations, including attainment of the UN Sustainable Development Goals, into account.

The consultant (trainer) to provide expertise on the preparation of professional texts for the specific target audience

Purpose of the Assignment

An individual consultant will be hired to provide professional text writing (copywriting) services for the mobile application on early childhood development. This content includes articles/publications/stories on medical topics and should be understandable to a user who does not have a medical or other special education.

Target audience: parents who have or are planning children, guardians, pregnant women or women planning pregnancy, visiting nurses, medical professionals, other users

Being a parent is the most important job in the world. The first 1,000 days of a child's life are a rare opportunity to lay the foundations for optimal health, growth and development of the nervous system throughout life. Parents want to give their children everything they can. Evidence shows that good nutrition, a caring and loving environment, food, play, love are crucial to giving a child the best start in life.

Many parents also miss the opportunity to support the development of their infants and children due to a lack of knowledge and information about what is an adequate practice.

The mobile application for early childhood development is a handy guide for parents. This application allows them to find answers to the most common questions about child development, nutrition, a safe environment, prevention of domestic violence and information related to Covid-19. The application is synchronized with the perinatal period of pregnancy and corresponds to the age of the child, and also provides parents with the correct information and geolocation of medical services available in their location. Main functions of the mobile application: • calendar of important events for pregnant women and children; • convenient reminder of obligatory visits to doctors and vaccination; • all about good nutrition and childcare, child injuries, preventing domestic violence and information on Covid-19; • thematic articles by category with illustrations; • algorithm of actions: "where to go in case of violence"; • questionnaire for self-monitoring of children's development.

Communication goals and objectives of the application: 1. To provide key audience with the vital information they need for the development, proper care and upbringing of their children; 2. To identify the key issues related to COVID-19.

Description of tasks: Within the framework of this Terms of Reference, the consultant shall carry out the following tasks: 1) To collect all prepared material, including articles, publications, information materials prepared for the mobile application (materials to be provided by UNICEF), organize by theme, present the concept and content structure; 2) After approving the concept and structure, to study all the material provided and rewrite the content so that it is clear and interesting to the target audience. Full articles should be prepared, as well as short descriptions that include the main message and purpose of a particular article. There are about 30 full articles, 20 short articles in total. These articles should be understandable, readable and of interest to the target audience specified above. The articles will be in Russian, should convey key messages, be interesting and appeal to the target audience. 3) After conducting focus groups, to refine content based on feedback, comments, recommendations and provide final versions of articles of interest to the target audience; 4) To provide the final materials, coordinate with UNICEF, the Ministry of Health of the Republic of Kazakhstan.

Work Assignment Overview

1. Tasks/Milestones: To collect all prepared material, including articles, publications, information materials prepared for the mobile application (materials to be provided by UNICEF), organize by theme, present the concept and content structureю Deliverables/Outputs: Final concept, content structure and systematization by topic are provided Date: 15 working days from signing the contract

2. Tasks/Milestones: Full articles are prepared, as well as short descriptions that include the main message and purpose of a particular article. There are about 30 full articles, 20 short articles in total. These articles should be understandable, readable and of interest to the target audience specified above. The articles will be in Russian, should convey key messages, be interesting and appeal to the target audience. Deliverables/Outputs: number of full articles and short articles in Russian are submitted Date: 30 working days from signing the contract

3. Tasks/Milestones: After conducting focus groups, to refine content based on feedback, comments, recommendations and submit final versions of articles of interest to the target audience. Deliverables/Outputs: Final articles are submitted in line with comments received Date: 50 working days from signing the contract

4. Tasks/Milestones: To provide the final materials to UNICEF, the Ministry of Health of the Republic of Kazakhstan and receive the approval. Deliverables/Outputs: Approval of final material by UNICEF, Ministry of Health of Kazakhstan Is received Date: 60 working days from signing the contract

To qualify as an advocate for every child you will have… • Education: A minimum of a bachelor's degree in journalism and/or other fields related to communications and media; • At least 5 years' positive experience in journalism, media and communications; • Experience of writing stories, articles, various publications of interest to people and developing communication materials; • Flexibility in responding to the contractor's needs; • Attention to detail and meeting deadlines; • Fluent Russian is compulsory (written and oral); • Previous experience of working with international organizations, including UN agencies, is an advantage; • Obligatory knowledge of the Russian language (the ability to write analytical reports, present, lecture). • Competencies: 1. Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
