Overview

Provide technical support for regional gender-transformative parenting programme guidance.

You have:

• An advanced university degree in child development, social work, sociology, anthropology, gender, or other related fields. Extensive qualifying work experience may be considered instead.
• 8 years of experience in positive parenting and gender-transformative programming at the national and international level for violence prevention, health and nutrition, ECD, adolescence and/or well-being outcomes across the life cycle (0-18).
• Demonstrated experience using social and behaviour change strategies/approaches in the context of positive parenting programmes.
• Excellent writing and strong communication skills, in particular for the development of technical documents, is essential.
• Demonstrated experience and knowledge of the latest developments and issues related to violence against children/ECD/adolescence/gender and/or parenting is essential.
• Work experience in the East Asia and Pacific region is an asset.
• Experience working with UNICEF or other UN agencies is an asset.
• Fluency in English (both written and verbal) is required.

How can you make a difference?

UNICEF East Asia Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical support in developing a multisectoral technical guidance document that will equip UNICEF country offices in the region with the appropriate methodologies, tools and skills for supporting enabling environments for harmonized and scalable gender-transformative parenting programming for children across their full life course, particularly for the most vulnerable children, including children with disabilities.

Work Assignment, Expected Deliverable and Delivery Schedule:

UNICEF EAPRO will convene an intersectoral parenting advisory committee to assist the consultant in achieving the following activities:

1. Assignment: Develop inception report including proposed methodology, clear and detailed workplan and timeframe for the achievement of the different milestones within the assignment.

1. Develop regional guidance document on parenting to assist UNICEF country offices with the design and implementation of gender-transformative parenting programmes.

Expected deliverable: Approved inception report containing the proposed methodology, data collection instruments, and a clear, thorough work plan and schedule for the completion of this assignment.

Identify through a desk review of existing data and global evidence some key elements of effective parenting programmes which contribute to empowering parents to optimize health of their children through primary health care, reducing risky behaviour including violence, promoting parental engagement in education and/or improving children’s learning, life-skills and citizenship education, participation, nurturing care and development of children across the life cycle recognizing that there may be fundamental differences in terms of practices and approaches for children and adolescents (different age groups).

3. Assignment: A mapping document to identify well functioning existing parenting initiatives and programmes, policies, strategies that are being implemented in the East Asia and Pacific and South Asia regions, excluding the ones for ECD (0-8) since EAPRO is finalizing the process.

Expected deliverable: A mapping document to show how the parenting initiatives throughout the life course and programmes, policies, strategies that are being implemented in the East Asia and Pacific and South Asia regions with a focus on programmes which are directly or indirectly linked to systems building at national or sub-national levels. The mapping document will align with relevant regional mapping exercises carried out by other sectors.

A mapping document to show how the parenting initiatives throughout the life course, parenting programmes that incorporate a gender transformative approach, and programmes, policies, strategies that are being implemented in the East Asia and Pacific and South Asia regions with a focus on programmes which are directly or indirectly linked to systems building at national or sub-national levels. Through this process, have a better understanding of the impact of parenting programmes on the different age groups; identifying the key components of programmes for the different age groups including the key gaps or challenges which have prevented these programmes from being systematically embedded into national and or sub-national delivery systems and platforms.

4. Assignment: Conduct capacity mapping for the various country offices to identify gaps and opportunities for the rollout of gender transformative, positive parenting approaches across the life cycle by providing a blend of both qualitative and quantitative information.

Expected deliverable: Approved UNICEF country offices capacity mapping report highlighting parenting gaps and opportunities.

Regional plan for strengthening capacity of UNICEF staff from different sectors, including recommendations for the resources and interventions required for UNICEF country offices in the region to execute the regional parenting guidance document, based on the mapping and guidance note.

Delivery schedule: 6 months from start of contract

5. Assignment: Develop a regional capacity building plan that includes capacity development interventions and resources for UNICEF country offices. The plan should include specific timelines for the various recommended interventions.

Expected deliverable: Approved regional capacity building programme for UNICEF country offices on the gender transformative, positive parenting in the region.

Delivery schedule: 6 months from start of contract

6. Assignment: Develop learning modules using existing validated UNICEF parenting resources and modules and deliver trainings to UNICEF country office and regional office staff.

Expected deliverable: Approved Learning model adapted from existing UNICEF parenting resources, for UNICEF country offices on the parenting guidance document in the region.

Delivered capacity building trainings for a core team of UNICEF programme staff from various country offices on the regional guidance.

Delivery schedule: 8 months from start of contract

7. Assignment: Support UNICEF EAPRO to establish a regional working group on parenting to promote the strengthening of regional parenting programming throughout the life course of the child and serve as the coordinator of this working group. Coordinate and facilitate the necessary consultations and discussions with all relevant stakeholders, including the UNICEF EAPRO advisory committee, relevant UNICEF programme personnel at country level, concerned government representatives nominated by UNICEF country offices, and programme participants including children, youth and parents.

Expected deliverable: Provision of technical and administrative support to organize and conduct all necessary consultations and discussions with all parties involved.

Provision of technical and administrative support for the undertaking of at least three regional level parenting convenings, including the development of agendas, identification of speakers, development of session flows and presentations, based on lessons learned from prior convening events. The establishment of a regional working group on parenting as a forum for advancing for the parenting agenda at the regional level in development and humanitarian contexts.

At least three regional parenting learning-events are arranged and executed (this could be webinars or other types).

Delivery schedule: 9 months from start of contract

8. Assignment: Provide UNICEF EAPRO with monthly progress reports highlighting progress, challenges, mitigation measures and lessons learned. Submit an end-of assignment report that includes evidence of best practices, lessons learned and recommendations.

Expected deliverable: Approved monthly progress reports including progress, challenges, mitigation measures and lessons learned. Approved report on the completion of the assignment, including documentation of best practices, lessons learned and recommendations.

Delivery schedule: 9 months from start of contract
