How can you make a difference?

UNICEF Thailand Country Office is seeking an individual consultant to provide technical support to UNICEF Thailand in implementing the planned activities with the wide-ranging scope of program supported to be provided to various sections under the Social & Behavior Change cross sectoral workplan. The consultant will provide technical support to the Social & Behavior Change Officer in implementing the planned activities.

Work Assignments:

Working under the direct supervision of the Social & Behavior Change Officer (S&BC), the S&BC individual contractor will work in 4 key areas:

  1. Support to MOPH to address Infodemics related to COVID-19 Vaccine
  • Support collection and use of behavioral and social data (rapid assessments, surveys, studies, etc.) to inform communication and programme response, and develop recommendations for Thailand's COVID-19 vaccine communication plan to address infodemics and mis/disinformation.
  • Provide technical assistance to MOPH and partners on development and pre-testing, and finalization of evidence-based communication content (e.g., messages and corresponding communication materials) to address infodemics as guided by evidence from social listening and based on global guidelines.
  • Adapt the global and/or regional community engagement guidance to make it context specific for local context of Thailand and for subnational prioritized areas and groups.
  • Support monitoring (including community feedback, traditional and social media monitoring) and reporting of ongoing implementation of COVID-19 vaccination and broader S&BC/Risk communication activities.
  • Participate in Infodemic Management project calls and provide technical inputs, as needed.
  1. Support to the implementation of S&BC activities
  • Collaborate and/or consult with internal and external partners to provide operational and technical support to research, develop, and produce evidence-based strategies and test, produce and use quality S&BC materials, organize events and activities to ensure community engagement and participation, and maximum outreach and impact on behavioral and social change.
  • Assess and recommend potential contacts, networks, resources and tools to support maximum impact and outreach of S&BC initiatives.
  • Follow up and monitor the production of S&BC materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g., individuals, communities, government officials, partners, media etc.
  • Monitor (including community feedback, media and social media monitoring) and report of ongoing implementation of S&BC initiatives and activities.
  1. Advocacy, networking and partnership building
  • Build and maintain partnerships through networking and proactive collaboration with national and international civil society organizations, community groups, leaders and other critical partners in the community and civil society to reinforce cooperation through engagement, empowerment and self-determination and to pursue opportunities for greater advocacy to promote UNICEF mission and goals for child rights, social equity and inclusiveness.
  • Collaborate with internal global/regional communication partners to harmonize, link and/or coordinate messaging to enhance S&BC outreach and contribution to programmatic outcomes
  • Provide technical, administrative and logistical support and background materials to carry out S&BC strategies and activities and recommend operational strategies, approaches, plans, methods and procedures to ensure community engagement and participation, and optimum outreach and impact.
  1. Innovation, knowledge management and capacity building
  • Institutionalize/share best practices and knowledge learned/products with global/local partners and stakeholders to build capacity of practitioners/users and disseminate products to key audiences including partners and donors.
  • Support the organization, administration and implementation of capacity building initiatives, including partnerships with training and academic institutions, to enhance the competencies of clients/stakeholders/partners across programme sectors in S&BC planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities, and revise and update them as necessary.

Official Travel: Occasional travel out of Bangkok is required.

Work Location:

  • Based in Thailand working from home or at UNICEF office depending on the needs
  • Contractor to use their laptop and other necessary infrastructure/equipment

To qualify as an advocate for every child you will have…

  • Master's degree in social development, communication for development, behavioral and social change, social marketing, public advocacy, or another related area.
  • A minimum of 2 years' experience in S&BC, risk communication and community engagement, preferably related to public health.
  • Experience in working with government agencies, and other development agencies.
  • Experience in developing communication plan, communication strategy.
  • Experience in conducting research, monitoring, evaluation of communication initiatives.
  • Excellent written and spoken Thai and English.
