How can you make a difference?
The Social Policy and Economic Analysis section Regional Office for East Asia and Pacific (EAPRO) is building a regional roster of individual consultants with diversified experience in the area of Social Policy and Economic analysis to support UNICEF work at country and regional level.
Candidates selected for the roster will be eligible to be selected for work during 1 November 2023 – 31 October 2025. Consultancy arrangements may last from 6 weeks to 36 months, depending on demand, assignment specifications and funding availability. Consultants should be available to work onsite at UNICEF’s Regional Office in Bangkok, or UNICEF Country Offices or remotely as required by the hiring office. The assignment may include incidental travel to carry out field work and participation in workshops or conferences; such travel will be governed by UNICEF travel policies for consultants.
Work Assignment, Expected deliverable and Delivery schedule:
The consultant will perform tasks in one or more of the following areas of Social Policy work:
1. Public Finance for Children (PF4C);
2. Social Protection, including shock responsive social protection;
3. Decentralization, Local Governance (DeLog), Urbanization and CFCI;
4. Child Poverty Measurement and Research
5. Economic Analysis, including macroeconomic Analysis, Political Economy Analysis, Climate Change policies
And in an additional cross-cutting support such as research assistance, facilitation, rapporteuring, knowledge management, social media and proofreading
The consultant may also work on other Social Policy and Economic Analysis related areas, according to specific job requirements.
The consultant can deliver in one or more of the five group of tasks as highlighted below:
1. Provides technical support to UNICEF Offices, development partners and national governments in the design and implementation of evidence-based interventions;
2. Provides technical advice on Monitoring and Evaluation on one or several of the 5 social policy areas at country or regional level;
3. Generate and/or support the finalization of policy advocacy documents, research and studies, documenting, data analyzing and reporting on one or several of the social policy areas at country or regional level;
4. Provide support during public events, capacity building and training on one or several of the social policy areas at country or regional level;
5. Provides support to foster/develop regional network and partnerships with development partners, academic institutions and best practices involved in any of the social policy areas at country or regional level.
Each assignment will identify the specific deliverables, objectives, targets and timing required. Before the issuance of each new contract, the selected candidate will submit a detailed workplan and tangible and measurable outputs, of the work assignment, as well as specific activities to be achieved; specific delivery dates, number of days and details as to how the work must be delivered (e.g. electronic submission, hard copy), subdivided into “milestones” where appropriate; indicators for evaluation of outputs (including timeliness, achievement of goals, and quality of work).
Products and deliverables will be specifically defined for each assignment and may include, amongst others:
a) An Inception Report to be presented to the supervisor subsequent to the commencement of the consultancy. The Inception Report should include the methodology, all the research tools and work plan for the assignment. The inception report may be presented for validation during a dedicated workshop
b) Progress Report showing the progress made in the achievement of the consultancy work plan agreed upon as well as the challenges faced to be submitted as per the agreed timeline.
c) A Final Report on all activities undertaken during the consultancy period and recommendations in respect of future and continuing activities. A draft final report may be presented for validation during a dedicated workshop. The final report of each consultancy will be shared with the regional office.
All raw data generated (including literature review bibliography, questionnaires, data in excel or Stata or R format) used for the assignment should be submitted to the hiring manager upon submission of final report/ deliverables. The final report may be transformed into a UNICEF EAPRO Working Paper.
Duration of Contract: Consultancy arrangements may range from 6 weeks to 36 months, depending on demand, assignment specifications and funding availability.
Duration and use of the roster
The Roster will remain valid for 24 months.
Selected consultants should keep the Regional Office informed about changes on their availability. Consultants who are selected from the roster can be directly recruited by Regional and Country offices and will work on specific deliverables and with timeframes as determined by the office based on project needs. This competitive selection process will be used as justification for the selection for the consultant together with any additional information that can be useful. The consultant will be issued a contract which is subject to UNICEF General Conditions of Contracts for the Services of Consultants / Individual Contractors. The length of the contract will depend on project needs and funding availability. Offices using this roster will send, for information, a copy of the final report to EAPRO together with the evaluation of the consultant.
Duty Travel: Travel as assigned by the Regional Adviser for Social Policy and Economic Analysis or the manager of the contract. The work may include incidental travel to carry out field work and participation in workshops or conferences; such travel will be governed by UNICEF travel policies for consultants.

Candidates should have experience in fields relevant to Social Policy and Economic Analysis, expertise in quantitative or qualitative research methods, excellent data analysis using relevant statistical and qualitative analysis software and writing skills, be flexible and responsive, results-driven and able to work within a dynamic team.
It is requested that candidates self-identify their tier of expertise.
• Tier 1 Senior Expert: Minimum 15 years of relevant professional experience
• Tier 2 Expert: Minimum 8 years of relevant professional experience
• Tier 3 Junior Expert: Minimum 5 years of relevant professional experience

Academic Qualification
• Master’s degree or PhD in social sciences, developmental studies, economics, social policy, gender studies, education, demography, statistics, or related field.
Professional Experience
• Excellent analytical skills, including ability to carry out statistical analyses autonomously; or qualitative data analytical skills. Applicants must clearly specify in the application if they have quantitative or qualitative skills (or both when applicable).

• Ability to organize own work and to carry out a research project with limited supervision according to deadlines.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
