UNICEF Thailand Country Office (TCO) is seeking to establish an individual consultancy Roster of sectoral emergency specialists: Education, Child Protection, Nutrition and Water, Sanitation and Hygiene (WASH) with the required qualifications and capacities to support the country office in the implementation of its emergency preparedness and response including field planning, coordination, implementation, monitoring and evaluation.

Work Assignment:

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Education: Education Specialist in Emergencies

Under the direction of Chief Education, in close coordination with the Deputy Representative and technical specialist of the Regional Education team and other sections as appropriate, responsible for overall Education response to the emergency and provide technical and managerial responsibility for the planning, implementation, monitoring and evaluation of the Education programme. Oversight to ensure adherence to the CCCs for Humanitarian Action by the country office is a critical function during an emergency response.

• Review, assess and update the education situation in areas affected by emergency (including, but not limited to – depending on the context – the number of children, including pre-school age children , girls and other excluded children, who need to access quality education, the safety and security of learning environments, the availability of psychosocial and health services, availability of teachers, teaching and learning materials, other relevant circumstances affecting children’s access to education).
• Highlight education issues requiring a response – both immediate (less than 2 months) and medium term and make recommendations on specific UNICEF actions required. Ensure core commitments to children are taken into consideration.
• Provide technical guidance and direction to UNICEF for effective planning, implementation and monitoring of agreed education in emergency plans including the setting up of safe and protective child friendly temporary learning spaces that promote the protection and well-being of pre-school and school age children as well as adolescents by addressing non- formal and formal education, life skills education, psychosocial support for children and teachers, recreation and early childhood
• Work closely with the UNICEF Supply and Logistics section to procure education supplies according to the supply planning tool and agree on transport and logistics requirements and costs.
• Develop a monitoring system for tracking of supplies with UNICEF partners including end-user distribution. Ensure effective documentation of all education supply movements. Support the team to prepare and amend Project Cooperation Agreements (PCAs) with NGO partners to implement response activities and programmes in affected areas, including supply plans.
• Present PCAs on behalf of the team to the Contracts Review Committee (CRC) and ensure follow-up with the NGO partners, including payment requests.
• Support field level coordination and reporting of UNICEF education activities in affected areas particularly through local NGO partners and Education Umbrellas.
• Contribute to the work of the Education Cluster and its partners, including sharing information with the cluster, local authorities, and field cluster members, particularly in relation to education supplies.
• Undertake field visits (if/as required) to monitor education response activities, particularly related to programme implementation, supplies, on the ground and provide support to UNICEF colleagues on monitoring, where possible.
• Work in close collaboration with the Education Section and complete other tasks as assigned by the Education Specialist or Chief of Education, and as necessitated by the emergency

Child Protection: Child Protection Specialist in Emergencies

Under the direction of Chief Child Protection, in close coordination with the Deputy Representative and technical specialist of the Regional Child Protection team and other sections as appropriate, responsible for overall Child Protection response to the emergency and provide technical and managerial responsibility for the planning, implementation, monitoring and evaluation of the Child Protection programme. Oversight to ensure adherence to the CCCs for Humanitarian Action by the country office is a critical function during an emergency response.

• In consultation with other Child Protection partners, and government, provide leadership for the establishment of child protection coordination structures for the response to the emergency, including identification of a Child Protection coordinator.
• Support conduct of a rapid child protection assessment. In a situation in which the cluster system is activated, this would be designed together with partners in the child protection sub-clusterand/or protection cluster using agreed inter-agency assessment tools. Where the cluster system is not activated, UNICEF should lead this assessment in coordination with relevant counterparts.
• Support strategies and mechanisms to scale up the child protection response to the emergency, including addressing as relevant: family separation; violence against children, including gender-based violence and sexual violence; child recruitment and use by armed forces or armed groups; trafficking; the mental health and well-being of children and their families; mine action; arbitrary/illegal arrest and detention of children; and other relevant protection concerns for children etc.
• Provide technical support and assistance to UNICEF child protection staff and partners, including government and NGOs, to scale up the child protection components of emergency response programmes, including development or amendment of projects and partnerships.
• Manage procurement and distribution of supplies related to child protection interventions.
• Identify opportunities to work with other sectors to strengthen overall protections for children and family by integrating protection activities within their emergency response programmes.
• Monitor the trends and emerging evidence of child protection concerns and the response by Government, and analyses this information to advise on the child protection response.
• Represent UNICEF Child Protection in humanitarian-related meetings, as required.
• Raise awareness on child protection concerns and UNICEF’s response thereto through relevant humanitarian, media and communication outlets, as appropriate and in close coordination with the Communications Section.
• Provide inputs on child protection concerns and UNICEF’s response thereto in all UNICEF, inter-agency and government planning and reporting processes.

Nutrition: Nutrition specialist in emergencies

Under the direction of the Deputy Representative, in close coordination with technical specialist of the Regional Nutrition Team and other sections as appropriate, responsible for overall technical and managerial responsibility for the planning, implementation, monitoring and evaluation of the Infant and Young Child Feeding (IYCF) part of the nutrition program. The consultant will provide technical guidance on nutrition and work with cluster partners. Oversight to ensure adherence to the CCCs for Humanitarian Action by the country office is a critical function during an emergency response.

• Ensure the preparation of the Situation Analysis and its periodic update. Prepares IYCF input to the Country Programme Recommendation (CPR) and all related documents, (e.g., Plan of Operations, Project Plans of Action, Country Programme Summary Sheet (CPSS), Programme Summary Sheet (PSS)), for assigned programmes/projects.
• Participate in the formulation and development of IYCF goals, strategies and approaches for the UNICEF plan of cooperation. Plans, implements and monitors assigned activities.
• Participate with UNICEF/government/and other partners in the development of strategies, methodologies and identification of new approaches for improving IYCF delivery, with emphasis on advocacy, community participation and social mobilization.
• Review and evaluate the technical, institutional and financial feasibility and constraints of IYCF in coordination and collaboration with government and other partners.
• Provide technical support to government and non-government organizations at the national, regional, and provincial levels in the planning, development, and implementation stages of the IYCF programmes/projects. Plans, organizes and conducts training and orientation activities for government personnel and beneficiaries, for the purpose of capacity building at the central and regional levels, and expansion of coverage of services.
• Undertake field visits, and surveys in order to monitor and evaluate IYCF programme implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, to accelerate/improve programme delivery.
• Develop the work plan for the IYCF section and monitor compliance to ensure objectives and targets are met and achieved. Guides and supervises professional and support staff, and provides on-the-job training.
• Coordinate with Operations/Supply staff on supply and non- supply assistance activities. Approves disbursement of funds ensuring proper utilization and accountability, and that IYCF activities are within established plans of action, and the programme budget allotments.
• Coordinate activities and exchanges information/ideas with other programmes, to contribute to achievement of overall country programme objectives. Participates in establishing effective monitoring, information and reporting systems, and in the development of communication materials and strategies to support advocacy and community participation.
• Participates in the preparation of all IYCF programme reports for management, donors, budget reviews, programme analysis, annual reports, etc.

WASH: WASH specialist in emergencies

Under the direction of the Deputy Representative, in close coordination with technical specialist of the Regional WASH Team and other sections as appropriate, responsible for development, planning, implementation, monitoring and evaluation of UNICEF’s emergency response in activities and results related to safeguard and improve public health of the affected population by ensuring access to safe drinking water, excreta disposal and promoting safe hygiene practices, including appropriate use and maintenance of WASH facilities and services; ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF’s Core Commitment for Children in Emergencies (CCCs) and national and international humanitarian standards.

• Under the framework of national WASH coordination platform/sectoral cluster, in conjunction with other WASH stakeholders and on behalf of UNICEF, support the overall analysis of sectoral needs and priorities and the definition of strategies and standards to ensure the delivery of safe drinking water, safe excreta disposal facilities and promotion of safe hygiene practices to affected population, in accordance to national and international humanitarian standards.
• Responsible for/support the definition of UNICEF’s response in the WASH sector (strategies, outcomes, target population) as per agreed standards and CCC’s benchmarks. In coordination with other UNICEF’s relevant sections and divisions, and implementing partners, develop strategies, plans and capacities to reach target population with culturally appropriate and gender sensitive interventions.
• Incorporate Early Recovery and Disaster Risk informed approaches as integrated component of UNICEF’s response in the WASH sector.
• Based on the identified needs and priorities and the local context, identify suitable ways for community engagement, and as appropriate, for participation in planning, construction, operation and maintenance of WASH facilities and services.
• Collaborate with the design and effective implementation of a monitoring plan to follow up the implementation of UNICEF’s response in the WASH sector, incorporating required changes into planned activities with special attention to specific needs of women, children and people with disabilities, as well as other cross-cutting areas.
• Contribute to WASH reporting in accordance with UNICEF’s CCC based Humanitarian Performance Monitoring criteria.
• Within UNICEF, collaborate with:
• Programmes and Emergency Sections to ensure integration of UNICEF’s response to the emergency, exploring opportunities for WASH to support and enhance the programmatic response in other sectors, including the provision of WASH services in schools and other child friendly spaces and institutions.
• Operations and Supply Sections, as well as with government authorities and other implementing partners, to establish and maintain sound internal controls, to coordinate financial and supply management requirements and ensure accountability.
• Communications and Programme Communication sections to ensure development of effective communication materials and strategies for advocacy, social mobilization and emergency programme implementation for the WASH sectoral response.
• Interact with government and partners (including UN, Donors, NGOs, CSOs, etc.) in the different stages of the emergency programme implementation following up on cooperation agreements, recommendations and other UNICEF’s commitments for the emergency response, including the development of national partners’ capacity.
• Ensure UNICEF’s engagement and contribution into cross-sectoral assessment, analysis and evaluations of the emergency response such as Damage Loss Assessment (DLA), Post-Disaster Needs Assessment (PDNA), etc.
• In coordination with other members of the WASH team, explore possibilities to strengthen UNICEF’s WASH regular/development programme/intervention through recovery/reconstruction/stabilization activities.

End Product:

• Monthly report on planning, actions and progress.
• Final report on actions and achievement.

Estimated Duration of Contract and Work Schedule: This is a call for consultants to be placed on the Roster valid for 2 years (24 months). The duration of contract, work schedule and necessary official travel will be upon agreement with hiring manager(s).

Official Travel: Official travel may require upon necessity which can be under difficult conditions and hazardous.

Work Location: Based in Thailand with regular communication via email /Skype/Zoom/MS Teams and consultant(s) will be working at UNICEF office or field location.

Sectoral qualifications or specialized knowledge and experience

Education: Education Specialist in Emergencies

• Advanced degree in education, social sciences, international development, humanitarian response or a related field.
• A minimum of 5 years of experience with UNICEF/ UN agencies/ NGOs/ government agencies, local authorities, communities and/or other relevant actors in the field of education.
• Technical experience and knowledge in education in emergencies response, including monitoring and evaluation, supply management and partnership coordination.

Child Protection: Child Protection Specialist in Emergencies

• Advanced degree in social work, international relations, law, child psychology, or relevant field.
• A minimum of 5 years of experience with UNICEF/ UN agencies/ NGOs/ government agencies, local authorities, communities and/or other relevant actors in the field of Child Protection
• Technical experience and knowledge in Child Protection in emergencies response, including monitoring and evaluation, supply management and partnership coordination.

Nutrition: Nutrition Specialist in Emergencies

• Advanced degree in Human Nutrition preferably with corresponding degree in Public Health, Food Security, Medicine or related field.
• A minimum of 5 years of experience with UNICEF/ UN agencies/ NGOs/ government agencies, local authorities, communities and/or other relevant actors in the field of nutrition.
• Technical experience and knowledge in nutrition in emergencies response, including monitoring and evaluation, supply management and partnership coordination.
• Recent experience in Nutrition in Emergency programmes Infant and Young Child Feeding (IYCF) programming with emphasis on Infant Feeding in Emergency (IFE).
• Experience in policies and legislations on the code of marketing of Breast Milk Substitute (BMS).
• Experience in programme communications (C4D) around issues such as breast-feeding promotions and IYFC/IFE programming at large.

WASH: WASH Specialist in Emergencies

• Advanced degree or equivalent experience in Environmental Public Health, Civil Engineering, Programme Communication, Mechanical Engineering, Geology, Hydrogeology, or Sanitation Engineering, or related field.
• A minimum of 5 years of experience with UNICEF/ UN agencies/ NGOs/ government agencies, local authorities, communities and/or other relevant actors in the field of in the field of water, sanitation and participatory approaches in health and hygiene promotion.
• Technical experience and knowledge in WASH in emergencies response, including monitoring and evaluation, supply management and partnership coordination.

General qualifications or specialized knowledge and experience:

• Knowledge of UNICEF’s core commitments to children in humanitarian action as well as the humanitarian cluster approach.
• Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure.
• Good analytical, facilitation, communication, and presentation skills.
• Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy
• Fluency in English (verbal and written). Ability to communicate in Thai is an asset.
• Based in Thailand is preferred
