How can you make a difference?

The incumbent role will be accountable for supporting the development and implementation of UNICEF Thailand Country Office’s new Country Programme 2022-2026 - Young People’s Resilience, Connectedness and Empowerment Programme, and will contribute to managing, implementing, monitoring, evaluating and reporting of progress of Output 3 “By 2026, young people, particularly the most marginalized, benefit from increased knowledge, skills, platforms, and opportunities to influence decision-making, amplify their voices at all levels, and co-create solutions to unmet social needs”

The Officer will provide technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on Youth Engagement and Participation to improve opportunities for youth and adolescents to develop and reach their full potential especially for youth and adolescents who are marginalized, disadvantaged and excluded in society. The officer will play a leading role in strengthening existing youth engagement work into a more coordinated cross-office programme.

Major Responsibilities

1. Support to programme development and planning

  • Contribute to the implementation of the Young People’s Resilience, Connectedness and Empowerment Programme goals, objectives, strategies and results-based planning through research, collection, analysis and reporting of related information/data for development planning and priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/ administering a variety of technical, programme, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluating results.
  • Prepare required programme documentations/materials/data to facilitate the programme review and approval process.

2. Programme management, monitoring and delivery of results

  • Support the management and implementation of the TCO adolescent and youth engagement strategy with a specific focus on strengthening platforms for young people to express themselves.
  • Coordinate the development and implementation of the work plan of the TCO Young People’s Advisory Board (YPAB), ensuring that YPAB members are systematically engaged in UNICEF Programming and that their capacities are built throughout the year.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess programmes/projects on adolescent development and participation and report on required action/interventions at the higher level of programme management.
  • Monitor and report on the implementation of Output 3 of the Young People’s Resilience, Connectedness and Empowerment Programme, verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated relevant programme/project reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to programme implementation

  • Conduct regular programme field visits and surveys and exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and youth networks on the application and understanding of UNICEF policies, strategies, processes and best practices on adolescent development and participation related issues to support programme implementation, operations and delivery of results.

4. Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts and national stakeholders (particularly youth groups) through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results of the Young People’s programme.
  • Liaise with stakeholders to identify and mobilize youth engagement opportunities with a focus on expanding the reach to the more marginalized and harder to reach young people.
  • Draft communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support resource mobilization to ensure the adolescent participation programmes are adequately resourced and supported.
  • Participate in appropriate inter-agency meetings/events on programming to collaborate with inter-agency partners/colleagues.
  • Prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5. Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons learned on youth engagement for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable youth engagement programme results across UNICEF programmatic areas, in collaboration with the Education, Child Protection and Communications sections.
  • Research and report on best and cutting-edge practices for youth engagement.
  • Participate as resource person in capacity building initiatives related to youth engagement.

Qualifications of Successful Candidate

Education:

  • First level university degree (Bachelor or equivalent) in Anthropology, Psychology, Sociology, Education, Behaviour Communication or other social science relevant field, is required.

Experience:

  • A minimum of 1 years of professional experience in social development planning and management in youth & adolescent development related areas with specific focus on adolescent participation and engagement, and 3 years in the area of work is an asset.
  • Strong ability to work directly with youth networks and young people and to design capacity building initiatives for young people
  • Proven experience working with a diverse group of stakeholders, including ministries, organizations, government officials, civil society leaders, community leaders, and project beneficiaries is required
  • Relevant experience in programme/project development and management in related areas in a UN system agency or organization is an asset.

Language and Computer literacy:

  • Fluency in Thai and English (valid TOEIC score of at least 855: Listening and Reading section) is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
