How can you make a difference?

The Regional Adviser Health and Nutrition reports to the Deputy Regional Director for general guidance and direction. The Regional Adviser serves as an authoritative and expert adviser to the Deputy Regional Director, the Regional Management Team, Country Offices and Government institutions/officials in the region on strategic planning, approaches, best practices and knowledge on health-related issues to support programme development planning, implementation, management and capacity building of stakeholders to achieve concrete and sustainable results. The adviser also serves as the main conduit for technical and strategic communication between NYHQ Health section, the regional office and country office chiefs of health and nutrition.

Summary of key functions/accountabilities:

  1. Regional advisory services and technical support on strategic planning
  • Advise key national government officials, NGO partners, UN system partners, and other country office partners on policies, strategies, approaches, and best practices on health and nutrition related issues to support programme development planning, management, implementation, and delivery of results.
  • Participate in regional/country programme planning, preparation, and reviews to provide advice on the formulation, design, management, enhancement, and communication of health and nutrition programmes including setting priorities and results-based management goals.
  • Participate in key regional events and strategic discussions to influence policy discussions and agenda setting to promote health and development issues especially in the areas of maternal, neonatal, child survival, nutrition, mental health and immunization- including under COVID-19.
  • Oversee and monitor the regional acceleration of results in the strengthening and adaptation of the Primary Health Care in MEN- one of the 5 regional accelerators- through partnership, support to Country Offices and generation of knowledge and public goods
  1. Support to country office on programme development and planning, emergency preparedness and response
  • Collaborate with the Regional Management and Country Office teams throughout all stages of health and nutrition development and emergency programming to provide technical support in programme preparation, implementation and monitoring for results.
  • Provide policy guidance and technical support to national external partners/internal colleagues to develop national policies/strategies for UNICEF assisted programmes including scaling up health and nutrition programmes.
  • Contribute to the planning and updating of the situation analysis and health and nutrition needs assessments to establish a comprehensive and updated evidence base of health, economic, social, and political indicators for programme planning and management, as well as emergency preparedness and response. Keep abreast of national, regional, and global development trends and priorities to determine strategies, approaches and priorities for programming to address the region’s health and nutrition needs.
  • Oversee the regional outbreak response task force through epidemiological surveillance, support to country response plans and monitoring of their implementation
  • Provide technical advice to facilitate the preparation of Country Office health and nutrition programme recommendations and related documentation and ensure alignment of programme goals with overall UNICEF Strategic Plans and regional strategies.
  • Consult and collaborate with internal and external colleagues and partners to provide technical guidance and operational support on programme planning, management and implementation, to promote synergy, integration, coherence, and harmonization of programme/project initiatives with UNICEF Strategic Plan and priorities.
  1. Regional programme monitoring and assessment
  • Collaborate with HQ Advisers, Regional/Country Monitoring and Evaluation Advisers/Officers to establish benchmarks, performance indicators and other UNICEF/UN system indicators and measurements, to assess and strengthen performance accountability, coherence, and delivery of concrete and sustainable results in health and nutrition programmes.
  • Participate in major monitoring and evaluation exercises, programme reviews and annual sector reviews with governments and other counterparts to assess progress and to determine required action/interventions to achieve results.
  • Assess COs monitoring and evaluation reports to identify gaps, strengths and/or weaknesses in programme management; identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Submit assessments on health and nutrition programmes in country offices highlighting critical issues and suggestions for enhancing performance and delivery of sustainable results.
  1. Advocacy, networking and partnership building
  • Build and strengthen strategic partnerships with global, regional and country office health sector government counterparts, global institutions, partners- especially WHO, UNFPA and UNAIDS, donors – GAVI and bilaterals in particular- and academia through active networking, advocacy and effective communication of UNICEF’s mission, goals, programmes, and resource mobilizations needs.
  • Collaborate with and advise country offices in the region to develop strategies and implementation plans and activities for maximum communication impact and outreach to promote awareness, establish partnership/alliances and support fund raising for UNICEF and Country Office health and nutrition programmes (maternal, neonatal and child survival, mental health , immunization, chronic and acute malnutrition).
  • Participate and/or represent UNICEF (as delegated/designated) in key events/meetings and in inter-agency (UNCT) discussions and planning on health and related issues to ensure organizational position, interests and priorities are fully considered and integrated in the UNSDCF process in development planning and agenda setting.
  • Collaborate with regional inter-agency partners/colleagues in UNSDCF planning and preparation of health and nutrition programmes/projects.
  1. Innovation, knowledge management and capacity building
  • Promote critical thinking and innovative approaches and good practices in the region for sustainable health programme/project initiatives.
  • Keep abreast, research, benchmark, and implement best and cutting-edge practices in the region’s health management and information systems. Institutionalize and share best practices and knowledge learned.
  • Lead and/or develop policies and procedures and introduce innovation and best practices to ensure optimum efficiency and efficacy of sustainable programmes and projects.
  • Lead, plan and implement capacity building initiatives to enhance the competencies of stakeholders to promote sustainable results on health and nutrition related programmes/projects.

To qualify as an advocate for every child you will have…

Education

A medical or advanced university degree in one of the following fields is required: public health, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or another.

Work Experience

A minimum of ten years of professional experience in one or more of the following areas, at the international level, is required: public health planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.

Experience working in a developing country is considered as an asset.

Relevant experience in a UN system agency or organization is considered as an asset.

Language Proficiency

Fluency in written and spoken English is essential, and professional proficiency in Arabic or French is a key asset
