Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society, national machineries for women and other relevant actors.

Gender Responsive Governance and Leadership is one of UN Women’s primary areas of work through enabling governance systems for the achievement of gender equality and women’s empowerment. Under the Governance portfolio, guided by UN Women’s Strategic Plan 2022-2025, UN Women Jordan Country Office supports women’s full participation and decision-making in political processes and institutions in addition to its support to national partners (the National Women Machinery, elected bodies, relevant line ministries and the independent election commission) to enhance institutional capacities in developing gender responsive plans and budgets.

Jordan is undergoing a wide range of political, economic and public sector modernization which started in June 2021 with the establishment of the Royal Committee to Modernize Political System and resulted in a number of Constitutional Amendments, a new Elections’ Law, a new Political Parties’ Law, a set of recommendations to improve public engagement in the decision-making process and to create an enabling environment for women’s and youth’s effective engagement in public life.

This was followed by the economic modernization vision launched in June 2022, with 8 main pillars, 366 initiatives that are expected to accelerate 35 sectors. The Public Sector Development Plan was launched in July 2022 covering 7 components: Legislation, Policies and Decision-Making, Institutional Culture, Human Resources, Government Services, Procedures and Digitalization, Structures and Governance. The Executive Plan of the National Strategy for Women (2023 – 2025) was endorsed by the Government in March 2023 identifying synergies and linkages to the modernization visions and based on the Governmental Indicative Executive Programme.

UN Women has been working closely with the Inter-Ministerial Committee for Women’s Empowerment and JNCW to support the government’s efforts to review the triple modernization visions from a gender perspective, identify the opportunities, the existing programmes, the gaps and develop gender responsive implantation and monitoring tools. Additionally, UN Women is providing technical support to national partners in applying gender responsive budgeting tools as a mechanism for achieving gender equality and women’s empowerment.

Reporting to the Project Management Specialist, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Associate contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UN Women HQs as required for resolving complex finance-related issues and exchange of information.

Duties and Responsibilities

1. Provide administrative and logistical support to the formulation and management of programmes

  • Provide administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
  • Provide technical guidance to the country office and executing agencies on routine delivery and reporting of programme supported activities and finances;
  • Prepare information for the audit of programmes/ projects and support implementation of audit recommendations;
  • Review programme data from programmes/ projects for the Country Office website;
  • Identify sources, and gather and compile data and information for documents, guidelines, speeches and position papers.

2. Provide administrative support to the financial management of the Programme Unit

  • Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programmes/projects; prepare periodic reports; finalize FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Maintain internal expenditures control system;
  • Create requisitions in Quantum for development projects; register good receipts in Quantum;
  • Assist in the Preparation and follow up of cost-recovery bills in Quantum.

3. Provide administrative support to the Programme Unit

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Assemble briefing materials and prepare power-point and other presentations;
  • Provide guidance and training to Programme Assistants as needed.

4. Provide administrative support to Resource Mobilization

  • Prepare cost-sharing and other agreements; follow up on contributions within the Country Office resource mobilization efforts;
  • Organize, compile and process information from donors, Country Office, and programme team, as inputs to various databases and documents.

5. Facilitation of knowledge building and knowledge sharing

  • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
  • Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience

Education and Certification:

  • Completion of secondary education is required.
  • Bachelor’s degree or equivalent in gender/women studies, business or public administration or a related field is an asset.

Experience:

  • At least 6 years of progressively responsible experience in administration or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of Quantum is an asset;
  • Experience in supporting a team.

Language Requirements:

  • Fluency in English and Arabic is required
  • Knowledge in another official UN language is an asset
