Background and Scope of Work

The GNC’s shift to providing remote support was evident in 2021 in its capacity development strategy with the delivery of 24 webinar events (an average of two a month) and 33 remote training packages across 15 countries. To facilitate the increased scope of its work to support platforms from subnational through to global level, the GNC continued to expand its blended learning programme to build capacity for nutrition coordination, IM and NiE programming. This comprises the GNC mentoring programme, which recruited a further 33 mentees in 2021, and the soft launch of GNC Learn, an online learning platform with more than 120 courses.

A key challenge at the country level for the nutrition cluster is the high turnover of staff and no/ limited capacity mapping and development plans, with any requests for support initiated on an ad-hoc basis. To address these issues, capacity strengthening within the GNC has been supported through various initiatives. These include webinars (of particular importance during the switch to virtual modalities following the start of the pandemic in March 2020), face to-face training packages, the mentoring programme and development of an e-learning platform. The GNC’s Capacity Strengthening Framework was finalised in 2021 to further guide work in this area.

In 2021, the GNC finalised its e-learning platform and online courses, which marked a significant step from face-to-face training to self-paced tailored learning experiences. The development, storyboarding and uploading of the online learning package on cluster coordination (CC) and information management (IM) was part of the 2021 roll-out of the GNC capacity development strategy. Learning content for a total of 108 modules (62 modules for CC and 46 modules for IM, with 10 joint IM and CC modules) was defined to align with the relevant competency frameworks for CC and IM. The GNC also developed a specific learning management system (LMS) to host its e-learning package, GNC Learn, which is divided into a module catalogue, short courses and learning pathways. COVID-19 considerations were mainstreamed throughout the learning package, and the modules have all been translated into French and Spanish.

The Individual Contractor will continue to maintain and expand the GNC Helpdesk services to francophone country nutrition clusters/sectors and will build on pre-existing relationships between the GNC-CT and nutrition cluster coordination teams, including working on the capacity development to countries.

GNC Learn was piloted from October to December 2021, with findings on module content and platform design currently being incorporated into the LMS ahead of a full launch planned for early 2022. The GNC has also developed a learning dashboard at both national and sub-national level to track the number of users connecting to the platform according to country course type and course name. This will help to inform the analysis of how and where to target new learning resources and to track demand. By the end of 2021, 85 people from 28 countries had accessed and completed 136 courses.

To continue the capacity development work of the GNC and considering the number of requests from the countries for capacity development support, GNC is officially establishing the CD helpdesk, part-time.

Main Responsibilities and Tasks

The purpose of this consultancy is to strengthen the capacity of Nutrition in Emergency clusters/sector coordination mechanisms at the country level to develop and deliver quality, predictable, timely, effective and integrated nutrition responses through provision of training support.

The following expected results include details on tasks to be undertaken, although given the evolving nature of this work, the tasks and deliverables outlined below could be modified or added to based on mutual agreement.

  1. Organize and lead blended nutrition in emergency coordination training at national and regional levels;
  2. Maintain and update GNC e-learning modules on the GNC e-learning platform. In coordination with other GNC Helpdesks, support update of the online learning materials in English, French and Spanish to ensure they are always providing the latest guidance and information;
  3. Act as the GNC focal point for capacity building, including for external projects, for example be a member of the UNICEF Intercluster Learning Task Force, or lead the GNC Capacity Development TF on Coordination and information management;
  4. Support the ERP consultant in packaging the Emergency Response and Preparedness training;
  5. Work with the IM Helpdesks in the development of the IM blended training, by proving learning and development support;
  6. In consultation with the UNICEF Intercluster Learning TF, develop a short course on partner orientation on Cluster Coordination using existing online modules;
  7. Support countries in conducting Cluster Coordination training to partners and sub-national cluster coordinators, based on GNC capacity development materials (e-learning modules and virtual training sessions) as needed;
  8. Any other task as assigned by the GNC Coordination Team.

Individual Contractor's Work Place and Official Travel

The assignment will be home-based. The Individual Contractor is expected to work 10 days per month over a 9-month period, for a total of 90 days. The Individual Contractor must observe the same working hours as the Office of Emergency Programmes (EMOPS) in Geneva.

This assignment may involve field travel as needed (ad-hoc country support). All travel expenses will be paid by UNICEF. The Individual Contractor will travel by the most direct and economical route in economy class. UNICEF will pay the daily subsistence allowance as per UN-approved rate. The consultant must be fit to travel, be in a possession of the valid UN DSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card. The dates for the travel will be determined in consultation with GNC-CT.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables within the set timelines. Please indicate a daily fee based on 90 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Advanced University degree (Master or equivalent) in Nutrition, Public Health or relevant field;
  • At least 8 years of experience in nutrition in emergencies programming or nutrition, food security programme management, including proven experience of leading coordination of nutrition in emergencies responses in a range of settings including sudden onset natural disasters and conflict settings;
  • Excellent understanding of the humanitarian architecture at global and field level and the IASC Transformative Agenda and cluster approach;
  • Familiarity with the work, working methods, and members of the GNC;
  • Prior experience in delivering trainings on NiE and/or cluster coordination, in particular blended trainings (e-learning and virtual sessions);
  • Excellent interpersonal skills;
  • Fluency in English and French is required. Knowledge of Spanish, Arabic or Russian is an asset;
  • Proven ability to work independently and deliver results;
  • Excellent communication skills

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
