Background and Scope of Work
In 2015, the GNC completed an evaluation of its support to national nutrition coordination platforms. Amongst the major recommendations proposed was the development of an operational support plan for the GNC-CT to engage and support national clusters in a systemic manner. This evaluation further confirmed the need for a dedicated remote support function to rapidly resolve coordination, IM and technical issues. Drawing on the recommendations of the evaluation, in June 2015, the GNC-CT established a dedicated GNC Helpdesk to provide systematic and routine support to all field-based coordinators and IMOs. Since 2020, the Coordination Helpdesk has been split into two roles, one Helpdesk covering anglophone countries and one Helpdesk covering francophone countries (80% - 4 days per week). Additional helpdesks have also been added in 2019-2020, including an IM Helpdesk, an NIS Helpdesk and an ISC Helpdesk.
The strategic relevance of the helpdesk support is articulated in the 2022-2025 GNC Strategy, under the Strategic Objective 1: People. In 2021, the Global Nutrition Cluster (GNC) consolidated the expansion in its direct support to 57 countries through close collaboration with key partners at the regional and country level. Operational support was provided to country nutrition sectoral coordination mechanisms, including one-on-one support via the GNC Helpdesks. Proactive support was provided to all (27) countries with nutrition coordination mechanisms (cluster or other) where the Humanitarian Programme Cycle (HPC) is activated; and to non-HPC countries that faced a deterioration in their situation due to conflict, natural disaster or other factors. Direct support covered cluster activation and establishment, needs assessments, response plans, capacity development support and cluster coordination performance monitoring (CCPM), amongst others.
The consultant will continue to maintain and expand the GNC Helpdesk services to francophone and Hispanophone country nutrition clusters/sectors and will build on pre-existing relationships between the GNC-CT and nutrition cluster coordination teams, including working on the capacity development to countries.
Main Responsibilities and Tasks
The purpose of this consultancy is to strengthen the capacity of Nutrition in Emergency clusters/sector coordination mechanisms at the country level to develop and deliver quality, predictable, timely, effective and integrated nutrition responses through provision of quality cluster/sector coordination-related support. The consultant will be tasked with supporting GNC priority francophone and Hispanophone countries, as well as other countries as and when needs arise.
The following expected results include details on tasks to be undertaken, although given the evolving nature of this work, the tasks and deliverables outlined below could be modified or added to based on mutual agreement.
- Establish, run and follow-up regular (monthly and on “needs” basis) calls for field-based nutrition cluster coordinators and establish systematic information flow to facilitate information exchange and address support needs;
- Provide orientation and mentoring of newly appointed nutrition cluster/sector coordinators on cluster coordination;
- Maintain and regularly update the Nutrition Cluster Coordination checklist and Nutrition Cluster Coordination Toolkit in French and Spanish to ensure that it includes latest guidance and best practices and promote its adaptation by countries; ensure coordinators are aware and use francophone versions of GNC guidance;
- Support Capacity Development Helpdesk as needed in conducting Cluster Coordination trainings to partners and sub-national cluster coordinators, based on GNC capacity development materials (e-learning modules and virtual training sessions);
- Support the implementation of cluster coordination performance monitoring exercises (CCPM) and the development of action plans, which clearly articulate action required from GNC-CT to support the implementation of the plan of action;
- Systematically support country cluster/sectors in formulating nutrition cluster/sector response plans based on evidence and provide technical inputs to the Humanitarian Response Plans (HRPs) developed by country clusters/sectors prior to their finalization, in an effort to ensure the quality and comprehensiveness of the NiE response plan;
- Ensure the finalisation of French and Spanish translations of key GNC documents through engagement with translators and review of the final materials;
- Organise webinars for the Country Coordination Teams on new guidance or systematically identified areas where improvements are needed (i.e. localisation, advocacy, disability, HDN…etc.);
- Regularly (monthly and on as “needed” basis), communicate issues raised by the NCCs to the Global Nutrition Cluster Coordination Team and the GNC SAG through monthly reports, calls and GNC-CT internal tracking tools;
- Contribute to the production of the GNC Annual and Mid-year reports by liaising with countries to collect and review their contributions to the report and providing information related to the work of the Coordination Helpdesk;
- Ensure that the GNC website has the repository of the latest cluster coordination guidance and documents in French and Spanish;
- Participate in GNC Annual events to provide feedback to global level partners and country cluster coordinators;
- Any other task as assigned by the GNC Coordination Team.

Individual Contractor's Work Place and Official Travel
The assignment will be home-based. The Individual Contractor will work three days per week and observe the same working hours as the Office of Emergency Programmes (EMOPS) in Geneva.
This assignment may involve field travel as needed (ad-hoc country support). All travel expenses will be paid by UNICEF. The Individual Contractor will travel by the most direct and economical route in economy class. UNICEF will pay the daily subsistence allowance as per UN-approved rate. The consultant must be fit to travel, be in a possession of the valid UN DSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card. The dates for the travel will be determined in consultation with GNC-CT.
Estimated Cost of the Consultancy & Payment Schedule
Payment will be made on submission of a monthly invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all inclusive fixed monthly fee in USD to undertake this assignment.

- Fluency in English, French and Spanish is required.
