NRC has been operational in Ukraine since 2014. To technically support the Country Office across all its programmes, projects, and initiatives with information management, including data management, NRC is hiring an Information Management Coordinator - who will be part of the M&E Department.

  1. Role and responsibilities

The Information Management Coordinator will be required to directly support the development and maintenance of the NRC Ukraine information management systems as well as support information manament needs and requirements accross all Core competencies is all Area offices.

Generic responsibilities

  1. Ensure compliance and adherence to the NRC policies, guidance and procedures, including national legislation, EU General Data Protection Regulation, and NRC policies regarding the data security, data protection, and data-sharing.
  2. Ensure compliance with NRC strategy, tools, handbooks, guidelines and standards.
  3. Technically oversee and coordinate Area-based Information Management Technical officers and Database Officer(s) where applicable in their day-to-day responsibilities in data management.
  4. Develop and maintain an efficient, reliable, and accountable IM system, including a data management system, in NRC Ukraine. Manage the resources for the development of IM systems.
  5. Develop, roll-out, and oversee the implementation of the NRC Ukraine IM guidelines as part of M&E SOP.
  6. Contribute to the donor, project/program reports, assessments, monitoring, and strategy documents as required.
  7. Ensure that IM systems are up-to-date with the latest data on indicators, activities, and other programmes and projects data.
  8. Ensure data quality through the implementation of a system of data checks and validation.
  9. Identify opportunities and recommend solutions that will improve organisational IM processes.
  10. Ensure timely back-ups and proper filing of documents.

Specific responsibilities

  1. Work with internal and external stakeholders to identify and understand their needs in terms of information products, and process data for the production of customised products and reports (dashboards, infographics, maps, etc.) for both internal and external use to promote evidence-based decision-making, and advocacy.
  2. Coordinate the development, implementation, management and administer data management systems: project and programme-specific databases, other tools, procedures, and data capturing systems - based on CC-specific needs, aiming for a continuous development and strengthening of the IM & M&E systems.
  3. Coordinate the design and implementation of internal data strategies and systems, and organize technical support with the collection, storage, management and processing of data ensuring that data is clean, reliable, valid, and accurate.
  4. Coordinate the development of data collection tools, including online/mobile data collection, support the collection, management and analysis of data, and act as a focal point for training the teams for data collection, and for coordinating the analysis in an appropriate, efficient, and safe manner.
  5. Perform any other tasks as requested by the M&E Manager within the current role.

Critical interfaces

  • CO Programme Management (Head of Programmes, Programme support unit, PDMs): communication on information/data management needs, etc.
  • CO and Area-based M&E units, in particular, coordination of M&E IM Technical officers and Database officers
  • CO AAP unit
  • NRC Communication and Advocacy units: supporting with the preparation of IM products.
  • Global NRC D-team: communication on global digital M&E-related products
  • Global and regional NRC M&E team responsible for GORS reporting: communication on GORS-related topics
  • Global and regional NRC Data Protection Team: communication on data protection requirements and policy

1. Professional competencies

Generic professional competencies:

  • Degree in statistics, computer science, computer engineering, information systems/technology or related discipline (or two years of equivalent work experience)
  • Proven experience in information management/data management
  • Demonstrated experience in database (or spreadsheets for data storage) design, development and follow-up support
  • Demonstrated knowledge of MS Excel
  • Knowledge of Power BI, Tableau or similar visualisation tools is highly desired
  • Documented results related to the position’s responsibilities
  • Excellent written and spoken English, Ukrainian languages
  • Experience working in a humanitarian/recovery context
  • Experience in team management. Experience in agile project management is a highly desired
  • Creativity and skills in problem-solving
  • Responsibility, independence, attentiveness, ability to handle stress, attention to detail.
  • Self-motivation and initiative
  • Good team player

Context related skills, knowledge and experience:

  • Knowledge of M&E
  • Proficiency in KOBO, ODK or similar mobile data collection tools is highly desired
  • Strong analytical skills with a critical thinking mindset
  • Data literacy and data fluency
