Purpose for the job:

Under the general guidance of the Deputy Representative and supervision of the Planning Specialist (P-4) of the Social Policy, Planning, Monitoring & Evaluation, performs a variety of specialized tasks in support of the preparation, planning, monitoring, and control of the budget involving several different sources of funds and programmes and monitors and allocates incoming funds, manage donor Grants within VISION (SAP) and make allocations to the appropriate programmes. Additionally, the incumbent will monitor fund utilization and progress reporting and capacity building.

Key functions, accountabilities, and related duties/tasks

  1. Participate in the development of the office work plan and annual management plans including preparation and regular updates of the planned figures using UNICEF systems and tools including VISION, IBCS and Budget Formulation Tool. Monitor compliance to ensure fund management objectives and targets are met and achieved, and that staff is aware of donor conditions.
  2. Structure and code the annual programme budget, and supervise its updates, including coding of new allocations and budget planning figures in VISION. This will be done by assisting Programme Staff in preparing budgets to reflect the respective Country Programme Documents. Collect and analyze budget and financial data for programme/project planning, management, monitoring and evaluation purposes. Review the accuracy of VISION/SAP generated data. Be responsible for accuracy of financial data and information. Coordinate with Donor Relation team and HQs and programme sections to manage incoming funds, grant creation, extension and adjustments as well as reallocations; monitoring conditionality and deviations; oversee the planning and management of payroll, in coordination with sections; and coordinate responses to financial queries and enquiries from donors and headquarters.
  3. Support the Deputy Representative to ensure that Sections implement the programme within the planned time frame of the grant, and as per the donor’s agreement. Monitor commitments and expenditures to ensure timely, accurate and appropriate management information is provided on programme budget, allocations, commitments, expenditures and projections and ensure errors and discrepancies are detected and corrected. With the support of Donor Relations team, ensure that OR is only used for the purposes agreed. When changes in conditions demand a changed response, liaise with the Donor Relations team to ensure that donor’s agreement is obtained in advance before committing funds in any new way.
  4. Carry out annual budget adjustment as required. Alert the management and Section chiefs on low utilization and recommend budget reallocation based the trend analysis. Bring key issues to the attention of the Deputy Representative and management.

  5. Provide support to Programmes through preparation of monitoring reports (routine management reports produced by VISION/InSight, non-routine reports and presentations), review and analyse reports and recommend actions to be taken to maximize the efficiency of the office’s fund utilization. Assist management and programme staff in allocation and reallocation of funds across programme. Conduct regular review and reconciliation of Grants; provide analysis by using the management indicators

  6. Conduct capacity-building activities e.g., training, coaching, mentoring to programme staff on critical budget-related transactions and analyses using various corporate tools like VISION/Insight/BFT

IV. Key Accountabilities and Duties & Tasks

  1. Grants Management

Assist Programme Staff in preparing budgets to reflect the biannual workplans and key programme documents. Coordinate with HQs, Donor Relations and programme sections on incoming funds, grant creation, extension and adjustments as well as reallocations; monitoring conditionality and deviations; and coordinate responses to financial queries and enquiries from donors and headquarters. Oversee payroll planning and management for the office, in coordination with sections. Review the accuracy of VISION/SAP generated data. Be responsible for accuracy of financial data and information.

  1. Optimum Use of Programme Funds

Monitors financial implementation progress and compliance. Monitors the allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidation tracked. Implements appropriate recommendations or actions to optimize use of programme funds.

  1. Knowledge Management for Programmes

Contribute to country programmes by supporting knowledge management through providing professional assistance in data collection and analysis of financial utilization, complete and accurate reporting as well as participation in the key meetings and Committees e.g., Budget Meetings as assigned by the Representative or Supervisor. This also includes timely and accurate information management for internal and external accountability and transparency.

Participate in information exchange with partners as well as in the development of training and orientation material by providing professional technical assistance to SSCO staff. Takes part in regional discussion of VISION super users.

  1. National and Local Capacity Building/Sustainability

Promote and maintain the building and reinforcing of the commitment and institutional capacities of the national and local partners through training focused on UNICEF financial rules and regulations.

Guide professional and support staff in budget preparation and financial reporting. Advise programme sections on financial rules and regulations. Assist in ensuring their orientation and training needs are met and provide on-the-job training, also select and compile training and orientation materials for budgeting and financial reporting.

  1. Partnership, Coordination and Collaboration.

Facilitate partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate financial data and information, exchange information on programme/project financial status. Establish and maintain linkage to the Regional VISION (SAP) Network to ensure the availability of current and updated financial information for the SSCO. Collaborate with the Operations Section to establish and maintain sound financial controls supportive of programming endeavors and to coordinate financial management requirements and accountability.

To qualify as an advocate for every child you will have

Education:

  • University degree in Accounting, Finance or Business Administration or equivalent or any other comparable recognized professional qualification.

Experience:

  • At least two years of relevant professional work experience in financial management with a strong basis in Budgetary /Financial Control preferably in an international organization
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.

Language Requirements:

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
