UNICEF Nepal is looking for a highly motivated individual contractor to support the implementation of Social Protection, advancing social protection system and Public Finance for Children activities, partnership, development, programme management, capacity building, operational and administrative support to Janakpur Field Office and Social Policy Evaluation and Evidence section.

UNICEF under the aegis of its Social protection evaluation and evidence section has intensified its sectoral intervention at provincial and local level. The program has also provided technical support in the expansion of child grant and improvement of birth registration It has led UNICEF’s support to the provincial government on Beti Padhau-Beti Bachau activities so as to support ending child marriage. In 2021, as part of UNICEF’s COVID response, it led implementation of a CASH PLUS intervention to mitigate secondary impact of covid-19. It has implemented Shock Responsive Social Protection Project as a flood preparedness activity to support people during shock/disaster.

In the year 2022, UNICEF has plans to continue its above engagement in this sector, Madhesh Province. The key priorities are expansion of Shock Responsive Social Protection, Technical support to new ministry for Beti Padhau-Beti Bachau, technical guidance and monitoring of social protection implementation system improvement, technical support to provincial and local government on social protection evaluation and generation of evidence.

UNICEF seeks services of a consultant to advance key deliverables related to the above social portfolio in Madhesh Pradesh. The main role of the consultant will be: Support to the implementation of Social Protection, advancing social protection system and PF4C activities, partnership development, programme management, capacity building operational and administrative support to Janakpur FO and Section.

The scope of the work will include key deliverables such as: Operational and administrative support to MoSD on social protection related budget and technical requirement; support and train BPBB staff to support MoSD and SP programmes in the province, district, and local level; provide technical assistance to strengthen coordination and partnership with Ministry of Social Development for technical and human resource support to Beti Padhau-Beti Bachau programme.

Duration: The consultancy will be for the period of 5.5 months tentatively starting from 15 June 2022.

Minimum Qualifications required (Knowledge/Expertise/Skills required)

  • Master’s degree in Social Science or any other relevant field.
  • At least five years of experience in social protection, programme management, monitoring and coordination with sub- national diverse stakeholders specifically with governments
  • Experience in developing, monitoring and managing social protection programme
  • Good verbal communication and writing skills in English and Nepali language. Knowledge of local language of duty station will be an added advantage.
  • Excellent skills in computer software such as windows, word, excel and powerpoint

Field travel cost will be reimbursed based on actual expenses and DSA for field travel will be paid @ UN DSA rate.
