Background

  1. BACKGROUND

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

UN Women is also co-convenors of the Global Partnership for Action to Eliminate All Forms of HIV-Related Stigma and Discrimination together with the United Nations Development Programme, the Global Network of People Living with HIV, and the UNAIDS Secretariat, with the leadership and technical support of the NGO delegation to the UNAIDS Programme Coordination Board. UN Women brings gender equality and human rights perspectives to its programmatic work on HIV response.

In Indonesia, UN Women works with the government, civil society organizations (CSOs), academia, the media, and the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the center of our work, UN Women Indonesia focuses on (1) Ending violence against women, (2) Promoting women’s human rights, (3) Women’s economic empowerment, (4) Women contributing to and have greater influence in building sustainable peace.

In recent years, for HIV response, UN Women Indonesia supports its key national partners to mainstream gender perspectives into policies and regulations and the prevention of Violence Against Women (VAW), including women living with HIV. UN Women also facilitates studies to set references for programming and partnership building. For several years, UN Women Indonesia provided capacity strengthening and technical assistance to the national networks of Women Living with HIV and women from key populations.

UN Women Indonesia is currently giving Technical Support to Addressing Human Rights and Gender Barriers to HIV Services in Indonesia to achieve the National Strategic and Action plan and “90-90-90” goal in the Global Fund Program. In general, this technical assistant aims to provide strategic guidance and technical support in Addressing Human Rights and Gender Barriers to HIV Services in Indonesia to achieve the National Strategic and Action plan, especially Objective 6: To reduce the discrimination against PLHIV-and affected key populations by 60% by 2024, by that, it will contribute to the achievement of the global commitment to treatment for all, achieving target 90-90-90. The technical support is specifically given to the Indonesia AIDS Coalition (IAC) as the Principle Recipient (PR) for the Human Rights Intervention in 23 districts. Besides that, technical support is also given to improve the integration of Human Rights in the HIV response, which is relevant for the other two PR, namely, the Ministry of Health (MoH) and Spiritia Foundation.

In the previous implementation, human rights and gender issues in the HIV response seemed to run in a silo, separate from other HIV programs. It is crucial to approach human rights and gender for all HIV programs, including prevention. Human rights abuses and gender inequality are some of the drivers of the HIV epidemic and increase its impact. At the same time, HIV undermines progress in the realization of human rights and gender equality. Integrating human rights and gender interventions into HIV response is necessary, meaning these important issues can no longer be overlooked.

As the proposal’s Human Rights Programs are entrusted to PR IAC as the implementor, an integration of Human Rights intervention with Community System Strengthening (CSS) and Prevention for FSW, both of which also fall under PR IAC will be implemented. While the focus area of CSS and HR are concentrated in 23 districts, FSW programs’ areas are significantly broader and span 131 districts, which allows a light portion of Human Rights initiatives to be applied in those districts. In contrast, a field implementor for the FSW outreach program will be appointed to act as a community-led monitoring focal point in each district other than 23 HR intervention areas.

While the majority of Human Rights and Gender-transformative Programs rely heavily on PR IAC, several objectives are applicable and need to be collaborated with the other 2 PRs, namely the Ministry of Health and Yayasan Spiritia, thus expanding the intervention areas into their intervention districts. An obvious integration strategy will be establishing a joint task force that will oversee, encourage, and ensure program implementation synergy, particularly on human rights issues. Moreover, considering gender-based violence (GBV) as the most basic and most frequent human rights issue occurring in key population, another strategy concentrating on GBV response is also proposed. The expected results of this strategy will contribute to changes in norms, cultural values, power structures, and the roots of gender inequality and discrimination in HIV issues.

In this context, UN Women Indonesia seeks to hire the Consultant to support the Country Office in conducting the integration of human rights and gender in the HIV response activities. The consultant will report to the HIV, Gender, and Human Rights Officer, with the general supervision of the National Program Officer EVAW.

Duties and Responsibilities

  1. SCOPE OF WORK, SPECIFIC TASKS, AND RESPONSIBILITIES

Under the overall guidance and supervision of the National Program Officer EVAW UN Women Indonesia with close monitoring from the HIV, Gender, and Human Rights Officer, the consultant will undertake the following tasks:

  • Develop the situation analysis related to the HIV program and Human Rights and Gender issues with a comprehensive review of legal and policy guidelines, including examining SGBV, harmful cultural practices: SRHR.
  • Conduct a desk review of the integration of Human Rights and Gender intervention into the HIV response program related to the prevention, treatment, care, and support.
  • Conduct the assessment of three PRs with the purpose to integrate Human Rights and Gender intervention into their program in relation to prevention, treatment, care, and support activities.
  • Develop the basic package of integrated human rights and gender activities into the prevention, treatment, care, and support program.
  • Socialize the basic package of integration of human rights and gender activities into the HIV prevention program to the respective key stakeholders in the Global Fund Program.
  1. CONTRACT PERIOD AND WORK LOCATION

The period of this consultancy is from 1 March 2023 to 15 June 2023. This consultancy is based in Jakarta, and travel may be required.

The consultant is required to have the following selection criteria:

  • Advance study in Gender Studies, Human Rights, Communication, Social Science, or other related fields or bachelor’s degree in the same fields with 7 additional years of relevant experiences.
  • Demonstrated experience working related to the field of HIV/AIDS and/or VAW/ Gender Equality and Human Rights in Indonesia.
  • Good experience in designing programs, especially in HIV and or VAW/Gender Equality and Human Rights program.
  • Excellent reporting and communication skills.
  • Good proficiency in Bahasa and English.
