SCOPE OF WORK

Under the general guidance of the Learning and Development Specialist (HELS), and in active partnership with subject-matter experts, emergency and technical specialists, and focal points within EMOPS and in regional, country and field-based locations, support the development of high-quality learning materials. S/he will work in collaboration with other humanitarian learning and knowledge management specialists within the HELS/EMOPS team, to design engaging, relevant and practice-based session plans, and learning materials and resources. The scope and sequence of each learning package will be reviewed with inputs from a range of subject-matter experts, to ensure alignment with UNICEF’s humanitarian policies, procedures and guidance documents.

Each learning package to be based on an interactive and blended learning methodology which integrates self-paced online learning, interactive and engaging workshops (face-to-face or virtual), workplace projects, and coaching tools, where relevant.

More specifically, the consultant will support the development of learning materials for global learning packages which will inform adapted and contextualised learning packages for frontline emergency responders including national, partners’ and counterparts’ staff.

Topics include but are not limited to humanitarian standards and principles; accountability to affected populations; understanding of humanitarian contexts; humanitarian advocacy; and humanitarian programme cycle.

Learning materials will include PowerPoint presentations; audio-visual materials (podcasts, videos, other); case studies/scenarios; simulation exercises (self-paced and workshop-based-online and face-to-face); workplace action learning projects; activity toolkits; and other identified materials to support good practice learning methods.

DELIVERABLE

Case studies, simulations, session plans and high-quality PPTs submitted for integration in the respective learning packages.

Finalization of testing, adapting, improving and commissioning of a 10 Global Modules learning package.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Education, Adult Education, Organisational Development, humanitarian action, international development, social sciences, human resources and/or other relevant. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five years of professional experience in 2+ or more of the following areas is required: 1) experience working in humanitarian and emergency contexts; 2) experience designing and delivering workshop-based training using activities/methods to promote direct relevance to workplace contexts; 3) experiencing delivering training content with direct relevance to humanitarian action and emergencies: for example, humanitarian standards and principles; accountability to affected populations; understanding of humanitarian contexts; humanitarian advocacy; humanitarian programme cycle, and others, as relevant.
  • Knowledge of blended methods which combine workshop-based delivery with eLearning- with a working knowledge of eLearning software and platforms (eg AGORA, Moodle, Blackboard), visual design skills (eg Photoshop, storyboards, Illustrator), multimedia applications, web and virtual classroom technologies, mobile apps and social media appropriate to support technology-enhanced learning.
  • Hands-on experience developing high-quality learning materials in the context of organisation-wide, capacity building or professional development, initiatives, is considered an asset.
  • Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) or a local language is considered an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
