JOB PURPOSE

WFP is looking for Programme Assistant GS5 (Fixed-term) to be based in Phouvong District, Attapeu Province

Since 2022, WFP has been implementing a new Country Strategic Plan (CSP) 2022-2026. The CSP is formulated around achieving 4 Strategic Outcomes, including WFP’s commitments on improving the nutrition of the most vulnerable populations in Laos.

The Agriculture for Nutrition project phase 2 (AFN-II), aiming at fighting malnutrition and increasing incomes amongst smallholder farmers families, will be implemented from mid-2023 onwards for a duration of at least 6 years. The nutrition activities under AFN-II will be implemented in a total of 15 districts in 6 provinces, 3 of them in the North and 3 in the South.

The positions advertised will be based in the District Agriculture and Forestry Offices (DAFO) in 3 districts mentioned above and the successful candidates will work and coordinate closely together with the DAFO and other district counterparts to successfully implement the WFP-led activities under the AFN-II project.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Programme Policy Officer in charge of the AFN-II as well as the concerned Head of Field office, the Programme assistants are responsible for:

  • Provide project management and/or general office
  • Support following established targets and WFP’s policies and procedures.
  • Support Implementation of participatory village development plans and multisectoral district level planning activities.
  • Work and exchange information with internal counterparts to support effective collaboration, implementation, and monitoring of ongoing project activities.
  • Support communication and activities with local partners, agencies, NGOs and government institutions.
  • Support implementation of the Agriculture for Nutrition 2 (AFN-II) project at district level in close collaboration with the District Agriculture and Forestry Office (DAFO) and other district-based stakeholders.
  • Support Implementation of Farmer Nutrition Schools (FNS) in AFN-II target villages.
  • Supervise other activities under AFN-II that are implemented under the WFP led components such as Rice banks and Gender related activities.
  • Support other WFP field staff in the district where applicable
  • Supervise other WFP supported programme activities that exist in the district.
  • Regularly provide updates and reports on the field activities implemented through Service provider, Lao Women’s Union and DoH staff. Regular monitoring of the implementation of Village Development Plan (VDP) activities, Social Behaviour Change Communication (SBCC) activities and Farmer Nutrition Schools.

STANDARD MINIMUM QUALIFICATIONS

Education: A Bachelor’s Degree in agriculture, nutrition, public health, social sciences is desirable.

Language: Fluency in both oral and written communication in Lao and English, ability to speak at least one ethnic group language is an asset

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least five (5) years' relevant working experience in rural community development, agriculture or equivalent is preferable.
  • Experience working with different technical teams (agriculture, health, education).
  • Experience working in difficult locations with people of different backgrounds.
  • Excellent word and excel processing skills.
  • Knowledge of database and data analysis is an asset.
  • Able to drive motorbike in rural setting.
  • Ability to work independently.
