Background

The United Nations Human Settlements Program, UN-Habitat, is the United Nations Agency for Human Settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

UN-Habitat's Governing Council adopted by consensus resolution 19/18 calling on UN-Habitat to establish a Special Human Settlements Programme in the occupied Palestinian territory (oPt). During the 23rd Governing Council (GC) (now Assembly), UN-Habitat's mandate in the oPt was strengthened by two resolutions (GC 23/2 and 26/9 in 2011, and 2017, respectively) accentuating on the importance of the continuation of the programme support to the Palestinian people under the two-state framework with focus on spatial planning, land management, and housing.

Under the UN-Habitat Country Programme Document in Palestine 2018-2022, UN-Habitat is leading the implementation of a 4-year project "Achieving Planning and Land Rights in Area C, West Bank, Palestine" in partnership with the Land and Water Settlement Commission (LWSC), and funded by the European Union (EU).

The project adopts the Social Tenure Domain Model (STDM) which is a pro-poor, gender responsive and participatory land information system developed by the Global Land Tool Network (GLTN) and whose implementation is spreading in many countries. STDM, which is based on open source software packages, is embedded in other GLTN land tools as a vehicle for ‘securing land and property rights for all’. It operationalizes the continuum of land rights concept, enlists inclusive approaches advocated in participatory enumeration, and highlights the gender status in land relations.

Duties and Responsibilities

The Special Human Settlements Programme for the Palestinian People (SHSPPP/UN-Habitat, Palestine) is seeking a candidate for a consultancy-based position, under the direct supervision of the Sr. Urban Programme Officer. Within delegated authority, the incumbent will be seconded to the LWSC on a full-time basis and be responsible for:

  • Developing an Advocacy Strategy and Communication Plan for the land sector with specific focus on user rights and women’s land rights; to support national efforts in awareness raising and in partnership with other organisations working in the land sector, such as the Palestinian Land Authority and the World Bank
  • Providing guidance and support to LWSC and the project staff on communications and social media outreach;
  • Developing, designing and creating infographics and visual aids for the purposes of raising awareness on land settlement importance and processes;
  • Identifying storylines and achievements for online and printed publications;
  • Preparing press releases, articles, key messages, and other advocacy materials;
  • Overseeing the translation, adaptation, or rewriting of information received for the local context;
  • Building on LWSC relations with media outlets to partner on producing and distributing mass media awareness tools;
  • Tracking, monitoring and creating content for social media accounts of LWSC settlement offices under the project;
  • Tracking and monitoring media or social media post with information related to the project;
  • Supporting the development of the project’s quarterly newsletter;
  • Supporting relationships with press in country; maintaining and updating database of relevant press;
  • Managing the publication of materials; establishing and maintaining relationships with printers/ publishers;
  • Ensuring implementation of UN-Habitat and EU communication and visibility guidelines;
  • Supporting LWSC and UN-Habitat, as needed.

The incumbent is expected to contribute to knowledge management and capacity development activities in and outside the UN System and to ensure efficient and effective substantive coordination support to work activities while ensuring adherence to organizational policies and procedures.

Competencies

  • Proficiency in spoken and written English and Arabic.
  • Up to the minute knowledge of content development across major digital media platforms.

Required Skills and Experience

  • Minimum of a first degree in media, journalism, digital marketing or other related fields.
  • Minimum of five years of relevant experience in media, communications and advocacy.
  • Solid professional experience in online outreach and multimedia tools.
  • Solid professional experience in editing and copywriting, including articles, reports, social media content, and press releases.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Experience in video and photo editing and design software is an asset.

Terms of payment

The remuneration of the above will be paid in five instalments upon satisfactory delivery of all assignments and submission of all deliverables as per the table below:

Management Arrangement

The assignment will be supervised by the Sr. Urban Programme Officer at UN-Habitat. The Individual Consultant will work closely with the project team and partners throughout the assignment. S/he will be embedded at LWSC in Ramallah for the duration of the assignment and will report to the designated focal point at LWSC.

Confidentiality and non-Disclosure

All associated materials, data, deliverables, etc. that have been generated under this consultancy are the property of LWSC or UN-Habitat and must be submitted to the designated focal point at LWSC and the Sr. Urban Programme Officer at UN-Habitat.

Evaluation

UN-Habitat will examine the proposals to determine whether they are complete, and whether they are substantially responsive to the minimum requirements in terms of qualifications and experience. Any proposal that does not meet the minimum requirements will be rejected by UN-Habitat and may not subsequently be made responsive by the Applicant by correction of the non-conformity.

A two-stage process is utilized in evaluating the proposals, with evaluation of the technical proposals prior to any financial proposal being considered and compared.

The technical proposal is evaluated based on its responsiveness to the Terms of Reference and carries a weight of 70 per cent of the evaluation score.

The financial proposal shall specify be based on a lump sum amount and will carry a weight of 30 per cent of the evaluation score. The lump sum amount shall be all-inclusive and shall take into account various expenses incurred by the Consultant during the contract period and shall form the amount of the resulted contract between the selected Consultant and UN-Habitat. No other entitlements will be considered after the submission of financial proposal.

Candidates not attaining the minimum technical score of 70 per cent will be considered technically non-compliant and disqualified. Financial proposals will only be considered if the technical proposal attains the required minimum score.

UN-Habitat will award the Individual Contract to the candidate with the highest combined technical and financial score, subject to a satisfactory interview with the evaluation committee.
