Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.

Domestic violence (DV), which refers to violence occurring within families and among co-habitants, is one of the most prevalent forms of gender-based violence (GBV) worldwide. Globally, women and girls make up the most of DV victims and survivors. In China, DV law was passed in 2015. UN Women continues to raise awareness and promote social norm change in prevention and response to GBV in China.

UN Women China office will hire a consultant who will be responsible for coordination support on EVAW programme, EVAW prevention strategy development and intervention implementation, CSO and youth engagement and coordination, in line with UN Women’s work plan and priorities for 2022 to 2023. The Consultant will work in close collaboration with the rest of the office, as well as the Asia Pacific Regional Office and other UN agencies as required.

Duties and Responsibilities

Main Objective

Under the direct supervision of the EVAW Programme Analyst with matrix reporting to UN Women China Country Representative on CSO and youth engagement and coordination component, the Consultant will be responsible for the achievement of the following tasks and deliverables:

Scope of Work

The Consultant is responsible for the following tasks:

1. Programme and C****oordination support on EVAW Programme

  • Coordinate the UN Women EVAW prevention intervention in China: Conduct the situational and stakeholder analysis, design appropriate community-level prevention interventions and develop relevant knowledge products with CSO and WRO partners and experts, engage both internal and external partner coordination to ensure successful implementation and summary of evidence, good practice, and lesson learnt of the implementation

  • Lead the social norm change campaign design and campaign implementation: Mobilize partners and KOLs, develop the campaign plans, lead the production of key content, and summarize and report the results of the campaign.

  • Support the establishment, coordination, and operation of CSOs and WROs network: coordinate with CSOs and WROs partners, set up Term of Reference of the network, provide support based on needs.

  • Provide input to UN Women annual reporting and UN China reporting based on results-based reporting requirements on outputs, and outcomes.

  • Provide analytical and technical support to development of project documents and other relevant documents for EVAW programme.

2. CSO Engagement and Coordination

  • Coordinate and support the planned National CSO resilience enhancement support plan to provide substantive and strategic support for CSOs on fund raising, innovative transformation, communication capacity and resilience capacity development.
  • Under direct supervision of the Country Representative, support coordination among women’s organization on priority advocacy areas including on CEDAW advocacy, ending violence against women, promoting women’s leadership and normative engagement.
  • The consultant will conduct domestic travels to engage CSO partners, and the domestic travel will be arranged and financially covered by UN Women.

3. Youth Engagement and Coordination

  • Participate in the UN Youth Engagement Theme Group as assigned by the Country Representative, including joining UN Youth Engagement Theme Group meetings, events, information sharing, and conducting coordination work as required.
  • Coordinate and support relative UN Women Youth engagement activities.

Social Norm Changes Communication Campaign

  • Background documents for the launch of the 16 Day, international women’s day or other relevant campaign materials.
  • Theme advocating Videos, challenging gender stereotype and advocating for elimination of EVAW.
  • Action plans to build and cultivate relationships with the donor and contribute to the design of EVAW program.
  • Assessment reports of the impact of communication strategies, evaluate result and relect for future design.

CSO engagement

  • Action plans to support CSO deliver on building up capacity on anti-violence and anti-discrimination for vulnerable groups.
  • Implemtation plans nd workshops outcome reports of the workshop for the CSO innovation capacity development
  • Annual needs and situation updates of CSOs and WROs in China
  • CSO observation advocacy plans and progress reports
  • Knowledge products on experience sharing among CSOs
  • Inputs on the CSO Engagement Annual Report

Youth Engagement

  • Inputs of the Coordination the UN Youth Theme Group joint workplan development and implementation

  • Inputs on the Youth engagement related activities Annul Report

  • At least 2 years of relevant work experience in the gender equality and women’s empowerment in China, preferably in the area of gender-based violence, access to justice and protection of women is required.
  • Experience working with CSO and women’s rights organizations in China is required.
  • Experience in media and communication, familiar with social media platforms in China will be highly advantageous.
  • Work experience in the UN system and UN coordination is an asset.
  • Proficiency in editing, professional writing and reporting in English

The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on the following technical qualification evaluation criteria:

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes or on satisfactory completion of task.
