UNICEF in Tajikistan and European Union are supporting the Ministry of Education and Science of Tajikistan (MoES) in the development of innovative mechanisms to ensure the continuity of learning for every child and adolescent in the country during COVID 19 pandemic. The efforts done to develop digital resources for grades 1 to 11 and as of phase two the MOES trying to further develop instructional materials, and subject specific content. To institutionalize the process and production of innovative teaching and learning resources the Teachers Innovative Centre was created under the Regional Inservice Teacher Training Institute (RITTI). This Teachers Innovative Centre provides a unique platform for rigorous regular education instruction via a combination of online learning and face-to-face instruction, which prepares teachers to transition into a rigorous distant and blended learning environment. This is an innovative educational experience with online content that empowers teachers and students to develop teaching and learning skills they need.

How can you make a difference?

The consultant will be requested to provide technical and professional support to Republican Inservice Teacher Training Institute (RITTI) and videography company to upgrade produced innovative and inclusive 2005 digital educational resources for children. Additionally, the consultant will be assigned to adapt the content with summative questions for different grades and subjects. Upgraded education resources should contribute to educational and developmental needs of different age groups of children, including the most marginalized groups (children with disabilities, ethnic minorities, girls, and the poorest). Duration of one lesson should not exceed more than 5 minutes of theory and practical activities for children and parents for their regular practices at home to support a child’s school readiness. The lessons will include topics of five domains of child development, as follows:

The consultant will also be requested to provide related human resources service for the completion of following tasks:

  1. Hold introductory meetings with teachers during sessions dedicated for writing video scripts and share experiences, modalities, and logistics.
  2. Filming and integrating of sign language into all produced digital lessons compatible with various platform formats accessible for all children to learn.
  3. Propose and integrate additional digital support to content to motivate student’s effective engagement and learning.
  4. Work closely with the consultants, methodologists, subject teachers at RITTI and UNICEF responsible staff to integrate competency-based lessons featured in the concept note developed to guide teachers.

Checklist for produced Video Lessons

Building digital contents requires a systematic and organized joint review to ensure quality of product. This checklist is to help the consultant about the areas of filmed TV lessons and supporting teachers to.

Task

1) Outlining the scenes in the video lessons. You may utilize the storyboard template below for

planning purposes.

1. Character(s) (who is involved), setting (location), resources (the resources you may need to use during video recording- be creative to use all resources available) and the theme (goal/objective) of your video.

2. Compile different types of media to create more dynamic visual data and effects. Make use of videos, images, sounds and other multimedia.

3. When involving additional participants, be sure to assign specific tasks to individuals and clearly communicate their roles and expectations.

4. Think about how you can use post-production effects like annotations and captions to draw attention to the pertinent information.

2) Cooperate with sign language specialist and coordinator of the programme to capture concepts, words, and process for all children to learn

Ethical considerations

The consultant must not distribute contents to anyone and maintain the rights of content owners. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines. Since consultant is working with large number of teachers, methodologist and the MoES representatives it is important to work collaboratively and be able to negotiate if any challenges faced.

Performance indicators for the evaluation of results:

The evaluation of the results will be based on:

  1. Technical and professional competence in video production (quality of the product delivered to UNICEF);
  2. Scope of work (extent of activities related to the product);
  3. Quality and timeliness of communication with UNICEF and stakeholders as well as with team working of video lessons;
  4. Quality of work (quality of content and creative design of video lessons to attract children’s engagement and learning);
  5. Quantity and timeliness of work (completing the assignments that given additionally to video lessons production team);

In addition, such indicators as work relations, responsibility, drive for results, and communication will be considered during the evaluation of the Consultant’s work.

To qualify as an advocate for every child you will have…

1) Education

University degree in education and social science or related degree or any related discipline. Strong knowledge in content development and assessment.

2) Work experience

  • 5-8 years of proven technical expertise and track record of developing child friendly educational content for mobile phone and web applications. Strong experience in multimedia production, especially video-production;
  • Demonstrated Technical and creative expertise in development of innovative content for all subject and grades. The applicants must have a proven track record of high-quality delivery of similar projects, indicating how development of innovative content challenges have been met in different circumstances nationally and examples of innovative solutions to contribute to process.
  • Excellent communication and organizational skills;
  • Creativity, innovation, and design thinking skills are the major criteria;
  • Minimum of 3 years of previous experience of work with national institutions.
  • Technical capacity and base (studio, video equipment, professional PC, etc.)

3) Competencies

Mathematical aptitude, problem-solving skills, programming languages, excellent organizational and time management skills, accuracy, and attention to details. Strong analytical and conceptual thinking. Strong communication skills to communicate with software developers and management.

4) Language

  • Excellent written and verbal communication in Tajik
  • Knowledge of Russian and/or English an asset.

  2. A technical proposal with the proposed methodology/approach to managing the project, showing understanding of tasks.
  3. Examples of previous, relevant work related to the deliverables undertaken in the last two years (at least 2 relevant examples).
  4. Financial quote (separate from technical proposal in TJS) for the consultancy in per deliverable, also stating the timeframe for completion of deliverable and/or daily rate (as well as travel and subsistence costs, as applicable).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
