In the framework of the technical assistance of UNICEF to governmental partners, UNICEF Health and Nutrition section committed to support the Ministry of Health and Social Protection of Population of the Republic of Tajikistan in improving quality of care for maternal and newborn health, especially for small and sick newborns.

Essential medical equipment is crucial in the prevention, diagnosis, and treatment of illness and disease, as well as patient rehabilitation. The proper system for equipment management and maintenance is required to provide quality medical services to patients and prevent harm from clinical staff and patients.

To respond to this, the section is announcing the call for National Consultancy to accomplish the abovementioned assignment.

The Consultant will be requested to support MoHSPP and its relevant structures in establishment of proper medical equipment maintenance system at facilities that are providing services to mothers and newborns.

A high volume of equipment procurement is being supported by UNICEF within EU funded Infection Prevention and Control program. Equipment is provided to both PHC level (1500 facilities) and secondary level facilities that include maternities, pediatric, surgery and infectious diseases units, and infectious diseases hospitals (42 health facilities). At the same time, the government is supported by other development partners to strengthen MNCH services, including the provision of life-saving equipment and commodities.

There is no proper system in place to effectively manage the operations of the available equipment, including gaps in the equipment used by health workers and maintenance at the facilities level, as well as a proper maintenance plan both at the facilities level and on the central level.

Medical devices are assets that may need high maintenance costs. It is crucial, therefore, to have a well-planned and managed maintenance programme that is able to keep the medical equipment in a healthcare institution reliable, safe and available for use when it is needed for diagnostic procedures, therapy, treatments and monitoring of patients. Considering that equipment provided by international donors requires constant maintenance services, it’s recommended to build medical equipment maintenance system.

How can you make a difference?

Under the overall oversight and direct supervision of Health Specialist, the consultant will work closely with MoHSPP’s Maternal and Child Health department on the planning, implementation and monitoring of the portfolio related to strengthening the maternal and newborn healthcare equipment management and maintenance system. The consultant will be the main technical liaison between UNICEF technical lead, MoHSPP and other development and local partners for MNH related medical equipment management and maintenance area of work.

Jointly with MoHSP staff, review the available or conduct, if necessary, inventory of equipment (including service devices and spare parts) in all maternities/wards and map availability and capacity of a maintenance system (including infrastructure for the functioning of medical equipment) across the country: 68 maternities that provide service as secondary level facilities (level 2A and 2B), 12 tertiary level facilities; 175 rural health centers (hospitals).

  1. Jointly with the national consultant on neonatology and partners, develop a training programme and materials on the use of MNH medical equipment.

  1. Support capacity building of MNH personnel on the use of MNH medical equipment (based on the approved training plan).

  1. Develop an essential list of indicators on the availability and maintenance of MNH equipment to be integrated into dashboards in piloting digital data collection and information- sharing tools.

  1. Conduct regular visits to selected health facilities to ensure proper use and maintenance of MNH medical equipment and supervise the work of bioengineers and technicians in medical facilities. Support the development of facilities’ plans for regular inspection and preventive and corrective medical equipment maintenance.

Del. 11: Supervision reports with conclusions and recommendations for follow – up. Approved facilities plan in selected medical facilities.

To qualify as an advocate for every child you will have…

  • Education: College or University degree in biotechnology, medical technology, engineering, medical equipment maintenance, or other relevant fields, preferably with focus in Biomedical engineering.
  • Work experience: A minimum of three years of professional work experience in biomedical engineering in Health Care Facilities within the Government and/ or providing similar consultancy services to UN or international organizations focusing on Health Care Facilities;
  • Previous working experiences with Ministry of Health and Social Protection of Population of RT, State Unitary Enterprise “Republican Center for Maintenance and Repair of Medical Equipment” or any private sector entities and familiarity with the system would be preferred;
  • Previous working experience with UNICEF, WHO, UNFPA and/or development partners working in health sphere would be an added advantage.
  • Additional training on the management, maintenance, and rational use of medical equipment in medical facilities would be an asset.
  • Skills: Strong analytical and conceptual thinking. Excellent writing skills. Excellent communication and presentation skills with stakeholders and the ability to work under pressure and commitment to work to a tight timeframe.
  • Languages: Excellent working knowledge and communication in the Tajik and Russian languages required. Working knowledge of English is an asset.
