Purpose of Activity/Assignment:

Social and Behaviour Change (SBC) space in Botswana is still developing both at national and sub national level. However, a huge mileage was realized in the health sector during heightened HIV pandemic where SBC techniques had to be employed as interventions to promote safe sexual behavior, prevention of stigma, discrimination and uptake of services such as HIV testing, condom use and anti-retroviral therapy (ARVs). It is at that time that approaches such as Community Capacity Enhancement (CCE) and Communities Acting Together to Control HIV (CATCH) to mention but a few, were introduced and yielded results. Also, edutainment through different communication platforms have been the highlight of how SBC has been implemented over the years in Botswana, most of which were driven by the HIV epidemic.

Communication being a major component of SBC has played a bigger role over the years, however with little analysis of its impact and reach. Botswana`s mass media infrastructure includes 3 TV stations, of which only 1 is accessed nationally (BTV). About 85 percent of the population have access to TV, with 68 percent watching TV every day and 86 percent preferring content that is in local language (Setswana). About 52 percent and 42 percent watch HIV/ health and education related programmes respectively. There are 5 radio stations, 3 of which are private, all Gaborone based, and have less than 80 percent national coverage. With regards to access, 86.2 percent of the population have access to radio, with 62 percent listening to radio every day and 21 percent listening at least once a week. However, little has been documented as to how impactful mass media has been in accelerating traction for social and behavior change, as well as its adaptation into the new landscape of versatile communication channels such as social media, IVR and podcasting.

Community engagement platforms have also evolved overtime due to different factors at national, sub national and community level. Kgotla has traditionally been known as the community meeting center where it is expected that every issue of national or community importance is discussed., however, the emergence of other informal platforms such freedom squares, social clubs and sporting activities have had an impact on the traditional approach and place of discussing community issues. Furthermore, there has been an increase in community structures and platforms for discussing various issues of community importance. For a long time village development committees (VDCs) have been the main if not the only structures in most communities, but there are now sectoral structures recognized by government policies, such as Village Child Protection Committees and Village Health Committees. Other emerging informal structures and platforms include metshelo (social clubs), Sunday sports groups, local arts clubs and agemate groups , which normally have physical, as well as virtual interactions via WhatsApp and other social media.

Rationale

Social and Behaviour Change (SBC) is an integral part of UNICEF programme that catalyzes Social and Behaviour Change to achieve results for children. The results are achieved through behavioural science techniques and tested community approaches for effective social change and improved capacity of communities to come up with solutions and ideas to their challenges and opportunities.

All the changes taking place in the communication and community engagement space presents both an opportunity and a challenge in advancing social and behavior change for the wellbeing of children, caregivers and communities at large. The purpose of this consultancy is to analyze the relevance and effectiveness of traditional channels, structures and platforms to identify opportunities and challenges as well as analyzing emerging channels, structures and platforms that can be leveraged for social and behavior change to guide policy formulation, strategy development and implementation of SBC programmes.

Scope of Work: Objective of the consultancy is to analyze the social and behavior change landscape for the social sector (Health, HIV, Education and Child Protection) including emergency response, to inform policy formulation, strategy development and guide implementation approach within the social sector.

Specifically, the consultant will be expected to undertake the following tasks: 1) Undertake a desk review of the SBC landscape in Botswana a) Map and assess relevant communication channels available in Botswana and their utilization for social and behavior change communication. b) Map and assess availability of community structures and platforms in urban, peri urban and rural areas, and their utilization for social and behavior change and community engagement programming. c) Assess available SBC coordination mechanism in both development and emergency contexts. d) Assess availability of SBC related data in major national surveys and administrative data systems (routinely collected data). e) Mapping of partners (government, NGOs, private sector) implementing SBC interventions within the social sectors. f) Assess capacity gaps and capacity building recommendations. 2) Undertake primary data collection (quantitative and qualitative) to assess the reach and effectiveness of channels, community structures and platforms utilized for social and behavior change. a) Data collection in 4 locations (1 urban, 1 peri urban and 2 rural) through various means, including key informants’ interviews at national (Ministry of Health, Ministry of Education, Ministry of Local Government, NAHPA), sub national and FGDs at community level. 3) Develop practical recommendations for strengthening SBC in Botswana, the recommendations will address challenges, gaps and opportunities determined by the analysis, with focus on: a) Coordination mechanisms (within development and emergency settings) b) Communication channels c) Community engagement d) Behavioural data availability and use. e) Partner capacity

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Administrative issues and conditions 1. Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant. 2. Consultant will be required to complete online courses related to Ethics, Prevention of Sexual Exploitation and Abuse and Security related trainings prior to taking up the assignment and/or travel. 3. Consultant will be required to sign the Health Statement for consultants/individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation

To qualify as an advocate for every child you will have…

  • Advanced University Degree in social and behavioural science, Sociology, Anthropology, Communications or related field
  • At least 7 years’ experience working in the social and behavioural science field and community engagement programming.
  • Research and analytical report writing skills/ experience
  • Experience working in sub-Saharan Africa and middle-income country context highly desirable.
