In Rwanda, our aim is moving 300,000 smallholder farmers to achieve sustainable living income by 2030 against Heifer Africa target of 6.745 million. Heifer does this through the sustainable locally led Development approach.

Function

Employee shall report to the Director of Finance and Administration and play a significant role in strengthening core global systems by ensuring the proper project accounting and reporting of resources in project implementation. This position will be responsible for developing systems of accountability, processing accounting information, reporting internal and external financials, and performing cash and bank account maintenance or other financial tasks as assigned and in coordination with relevant HPI departments. Employee shall contribute to the program impact by preparing financial reports and monitoring budget “burn rates” for more effective implementation of the programs. Employee shall assist with financial and accounting aspects of the project and the processing of routine financial transactions in accordance with HPI's policies and procedures. Employee shall interact with similar positions in other teams to programs.

Responsibilities & Deliverables

A. Accounting (60%)

  • Ensure all transactions and vendor payments are made and recorded in a timely manner.
  • Ensure adequate support documents are in place for all transactions and in compliance with Country Office and HPI global policies.
  • Verify bills, invoices, or other required information is in place, in coordination with the responsible team.
  • Manage timely payment of vendors and ensure vendor database is updated.
  • Ensure accuracy of invoices, bills, payroll, and all payments made.
  • Ensure timely advance payments for relevant vendors, travel, and projects of Country Office and regional office.
  • Ensure all taxes, retirement funds, and related deductions are made and deposited in required institutions on time.

B. Vouching of Financial Transactions (15%)

  • Prepare all relevant vouchers and ensure receipt of the relevant and appropriate approvals.
  • Calculate payment withholding tax and PAYE and enter transactions in e-banking system.
  • Prepare and submit relevant information relating to pensions, maternity leave and pay, and community-based health insurance to statutory authority in stipulated timeframe.

C. Data Entry of Financial Transactions (10%)

  • Provide timely entry of financial transactions into Agresso in compliance with local requirements and HPI policies and procedures.

D. Filing (10%)

  • Manage a functional and well-organized office filing system to ensure that the project documents and records are appropriately filed and secured for easy retrieval.
  • Create and maintain files for each project.
  • Secure monetary funds.
  • Ensure an effective filing system is in place in the Country Office and transactions are serially filed.
  • File financial documents appropriately in the relevant month when posted in Agresso.
  • Maintain voucher and supporting documents.
  • Scan documents as per guidelines.

E. May perform other duties as assigned (5%)

  • Perform any other duty as may be assigned by supervisor(s).

Minimum Requirements

  1. Bachelor’s degree in accounting, finance, business administration or related fields is required, plus five (5) years of experience in a non-profit organization or external audits. Other job-related education and experience may be substituted for all or part of these requirements.

Preferred Requirements

  1. Good understanding of accounting principles.
  2. Strong vouching, accounting, and bookkeeping skills.
  3. Computer proficient in accounting software, ERP, word processing, spreadsheets, electronic mail, and internet (Microsoft preferred).
  4. Proficient in English and Kinyarwanda, both spoken and written.
  5. Ability to maintain strict confidentiality and integrity.
  6. Ability to use Agresso accounting software.

Most Critical Proficiencies

  1. Advanced knowledge of general financial and accounting procedures.
  2. Up-to-date knowledge of office technology gained through technical training and work experience.
  3. Ability to handle work in a timely and accurate manner with tact and discretion, as required.
