Org. Setting and Reporting This position is located in United Nations Support Office in Somalia, Mogadishu. The Rations Officer reports to the Chief of Rations Unit. The incumbent effectively supports the management of the effective supply of rations and other food-related services to the Mission under supply contracts.

Responsibilities Within delegated authority, the Rations Officer will be responsible for the following duties:

  • Plan, execute, and manage rations operations and other food-related services to the Mission under supply contracts which include, but are not limited to: canned, dry, fresh and frozen rations, bottled water, prepared food, combat ration packs (CRP), cafeteria services, catering and warehousing services;
  • Provide Rations Unit input on procurement process, e.g. preparing statement of work/specifications, requisitions, contracts and participating in technical evaluations and submissions to Local Committee on Contracts as required;
  • Budget preparation and acquisition planning;
  • Implement the internal accounting and administrative controls and contingent rations management systems;
  • Effective record keeping, reporting and audit response;
  • Implementation and updating of Standard Operating Procedures (SOPs) relating to Receiving and Inspection, QA, ordering and invoice processing and other aspects of rations supply;
  • Train and manage mission ration staff in the coordination and implementation of food safety, and food quality programs;
  • Monitor and analyze rations contract performance to ensure compliance with contract terms, schedules and cost objectives;
  • Liaise with the Contract Management Section/Unit in the resolution within the terms and conditions of the contract of conflicts/problems in the course of contract implementation;
  • Implement the Rations Unit’s work program;
  • Supervise personnel within the rations unit including monitor performance indicators;
  • Perform other duties, as assigned.

Education Advanced University degree (Master's degree or equivalent) in business administration, food science, management, contract law or related, is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least 5 years of progressively responsible experience in the areas of supply, project/contract management or logistics support is required.

Experience in managing support services and related contracts in support of international organizations in a field operation of the United Nations Common System or a comparable international organization or non-governmental organization in a conflict or post-conflict setting is desirable.

Experience in food safety, HACCP principles and/or ISO-22000 desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.
