Background

The UN Women’s regional programme “Men and Women for Gender equality” (MWGE), funded by the Swedish International Development Cooperation Agency (Sida), aims to address gender inequality through a unique bottom-up approach. Building upon the results of Phase I (2015-2018), Phase II of the programme (2019-2022) provides increased opportunities for learning and exchange of experiences across and beyond the six countries of implementation: Egypt, Jordan, Lebanon, Morocco, Palestine and Tunisia. The programme works through a multi-dimensional strategy aiming to: i) support communities to have more gender equitable attitudes and behaviors, ii) integrate/promote gender-responsive practices in key regional and national institutions and regional networks, and iii) to promote gender equality through advocating for the draft, revision and/or approval of laws, policies and strategies in the countries of implementation.

UN Women recognizes the identification, documentation, and validation of good practices and lessons learned as a necessary part of organizational learning in pursuit of programme excellence. Capturing, sharing and utilizing lessons learned is crucial for continuous improvement and reaching the ones furthest behind. During Phase I, the programme has extensively supported an increased collaboration between the implementation countries through sharing of national experiences and networking on innovative approaches for the engagement of men and boys in gender equality, as well as through South- South exchange visits to Indonesia and South Africa and a final learning meeting marking the end of Phase I.

While Phase II of the programme focuses on scaling up and institutionalizing the work realized the previous years, it also acknowledges the need to improve the process of knowledge cross-fertilization, sharing experiences, and learning amongst the various community-based organizations (CBOs) and non-governmental organizations (NGOs) partnering with the programme.

To achieve this, the MWGE programme will convene a regional knowledge exchange workshop among CSOs/CBOs engaged by UN Women during Phase II to share their experiences, learnings and innovative ideas coming from the delivery of the community-based interventions implemented in the four countries: Egypt, Palestine, Morocco and Lebanon. This workshop will also help to analyze the different strategies, methodologies and partnerships applied in these interventions to achieve results. All this will pave the way for the upcoming establishment of a Regional Community of Practice for behavioral and social norms change for gender equality in the MENA region.

The consultant will be supervised by the Regional Manager of the “Men and Women for Gender Equality” programme.

Objective of the service

UN Women will organize a Regional Knowledge Exchange Workshop on community-based interventions of the “Men and Women for Gender Equality” (MWGE) regional programme – Phase II. The workshop will consist of 6 sessions scheduled on 6 different days from 24th May to 1st June 2021. A consultant is needed for drafting an outcome report of the workshop, highlighting the event’s results and synthesis of recommendations for future programming. Although interpreters for English, Arabic and French will be recruited by UN Women for the workshop separately, the report writer is requested to be fluent in both English and Arabic in order to comprehend inputs provided during the meeting and take substantive notes. The recording of the workshop’s session will be also available for the report writer in case some cross-reference check is needed.

Duties and Responsibilities

The key tasks and deliverables of the consultancy are listed here in chronological order:

  • Preparation for the Regional Knowledge Exchange Workshop with CBOs, which includes the design report template and outline to be approved by UN Women.
  • Comprehensive notes of inputs provided during the workshop taken.
  • Draft outcome report in English as a result of the Regional Knowledge Exchange Workshop including infographics for the event’s results and recommendations for future programming.
  • Final outcome report in English that includes inputs provided by UN Women on the draft report.

Total amount to be paid on lumpsum to the consultant upon completion of satisfactory deliverables and will be done after acceptance and as certified by the UN Women’s Regional Programme Manager of the “Men and Women for Gender Equality” programme and in accordance with UN Women policies and regulations.

Required Skills and Experience

Education:

  • A Master’s Degree in Women’s or Gender Studies, International Development, Social Sciences, Human Rights, Public Administration or another related area;
  • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of working experience in the field of gender equality and women’s rights.
  • Professional experience in programmes/projects in the MENA region.
  • Demonstrated experience in writing high quality documents and reports.
  • Previous experience with UN agencies, funds or programmes, and/or at international organizations is considered an advantage.

Language Requirements:

  • Fluency in English and Arabic is required.
  • Superior writing skills in English are a must.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology:

Only candidates obtaining a minimum of 49 out of the 70 points in the technical evaluation would be considered for the Financial Evaluation.

Technical Criteria weight: 70%

  • Criterion 1: Experience in the field of gender equality and women’s rights related projects in the MENA region, engaging a wide array of partners (20 points)
  • Criterion 2: Experience in report writing for trainings and workshops, including those related to sensitive topics (30 points)
  • Criterion 3: Demonstrated superior writing skills in English (20 points)

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

Interested Individual Consultants must submit the following documents/information in a package to demonstrate their qualifications:

  1. Letter of Interest (cover letter) explaining the suitability of the candidate to the work as well as an indication of applicant’s availability and start date
  2. UN Women Personal History form (P-11) which can be downloaded at http://www.unwomen.org/about-us/employment;
  3. A brief technical proposal with the proposed methodology for undertaking this assignment, along with a brief work plan with timelines.
  4. Samples of similar work undertaken in the past (at least two) that demonstrate strong technical skills in report writing of topics related to gender, gender mainstreaming, gender analysis and/or civil society engagement for gender equality.
  5. Financial proposal or price proposal that indicates a daily rate (in USD) to undertake the terms of reference, and other related costs -if applicable-. Applications submitted without a daily rate will not be considered.
  6. The contact details of three referees.

The aforementioned documents should be merged in a single file since the online application submission does only permits uploading one file per application. Incomplete submissions will not be reviewed and are ground for disqualification.
