JOB PURPOSE

Under the direct supervision of Deputy Emergency Coordinator in Cox’s Bazar and overall supervision of Head of Research, Assessment, and Monitoring (RAM), the RAM officer will lead the development and implementation of RAM Strategies and Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries to inform policy, strategy, programme design and implementation in Bangladesh. The incumbent will serve as RAM coordinator in CXB to support VAM, M&E and Knowledge and Information Management functions.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Ensure that high standard evidence generating systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework. 2. Lead the coordination, design and conducting of food security, nutrition, and markets assessments and analysis (including Market Functionality Index and affordability). Critical will be leading to the annual food security survey (REVA) through designing, analysis and reporting processes. 3. Lead the targeting/prioritization analysis for Refugee operation and guide the VAM team in developing a targeting standard operating procedures (SOP) for Cox’s Bazar programme activities. This will include the analytical and coordination work for the inter-sectoral joint targeting exercise. 4. Provide regular up to date advise on the food and nutrition security situation and related developments for management, and the potential impact upon WFP activities to enable timely and appropriate programme adjustment. 5. Lead the close coordination between VAM and M&E to develop and follow up on joint RAM workplan, coordinate planning and implementation of evidence generating activities (e.g. Food Security Monitoring System, mVAM, market prices monitoring, post-distribution monitoring, process monitoring, beneficiary needs and status, food security status, programme modalities, implementation challenges, etc.). 6. Strengthen the CFM system through ensuring implementation of corporate tools and systems such as issue trackers, timely monitor recording, instituting follow- up actions and closure of beneficiary feedbacks and complaints. 7. Lead the RAM capacity strengthening of WFP staff, Government and other partners through training and information sharing. 8. Support the evidence agenda through improved, integrated assessment and monitoring activities with beneficiaries and non-beneficiaries (treatment/control model), where possible. 9. Coordinate and manage operational/thematic/collaborative research initiatives for enhanced programme efficiency and effectiveness; critical will be to actively engage in the World Bank collaborative research initiatives and development of white papers/thematic briefs on key thematic areas of interest to the Cox’s Bazar Rohingya refugees’ response. 10. Participate in relevant coordination forums, Inter-Agency forums, working groups and technical meetings to technical discussions, exchange of knowledge and experience, promote the importance of timely evidence and build partnerships. 11. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field.

WORK EXPERIENCE: Minimum of five years of relevant postgraduate professional level work experience in development or humanitarian work such as Monitoring, Evaluation, Programme/project design and/or management, needs assessment, research, reporting, etc including at least two (2) years of strong professional experience leading teams in areas of monitoring and/or evaluation.

LANGUAGE: Fluency (level C) in English language and the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

 Experience in using a variety of quantitative and qualitative analytical tools, methods and approaches.  Good understanding of results-based management principles and practices.  Knowledge of evaluation ethics and is able incorporate ethics into evaluation processes.  Solid knowledge about Norms and Standards for Evaluation, ability to communicate the essentials of the norms and standards to others and apply them appropriately.  Solid practical knowledge on how data is collected, compiled, analysed and presented for management decisions, programme adjustment and donor reporting.  Ability to develop monitoring systems and databases including preparation of data collection, analysis and reporting tools.  Ability to work with relevant technology, procedures (e.g., web-based databases, other statistical applications) to produce in-depth analysis and develop and share quality reports and visualizations.  Good knowledge of programme design, implementation and operational challenges in food and nutrition security.  Experience in building capacity through formal and informal training processes, including developing documentation and training materials.  solid knowledge of human rights and gender equality and is able to ensure that evaluation design, questions and analysis incorporate this knowledge.
