STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • At least five (05) years’ experience in practical expertise in food security analysis and mapping by participating in multiple assessments, including the design, data collection and analysis.
  • Demonstrated proficiency in the use of several statistical tools (SPSS, STATA, R software, Excel, etc.) and methods for food security analysis.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

Located in West Africa, Benin is a country with a population estimated at 11.5 million in 2022, 55.4% of whom live in rural areas.

Ranked 163rd out of 189 countries according to the 2019 UNDP Human Development Report, the country still faces many challenges despite political stability and the improvement of certain socio-economic indicators.

In 2019, 38.5% of the Beninese population lived with an annual income below the national monetary poverty line, compared to 39.3% in 2015, a decrease of 0.8 percentage point. Poverty mainly affects rural areas with 44.2% against 31.4% in urban areas according to the CFSVA assessment conducted in 2021 by WFP.

Benin's economic context is mainly characterized by the preponderance of the agricultural sector. Indeed, the agricultural sector is the main source of wealth creation at the national level and constitutes an important source of foreign currency. It is characterized by the predominance of family-type farms and its vulnerability to climatic variability. Incomes and productivity are low and the labor force is only partially valued, which makes agricultural products very uncompetitive

Benin, as some West African countries (Liberia, Sierra Leone, Nigeria) is facing a low economic level due to inflation, severe flooding in the region and the impact of the COVID-19 pandemic. These factors aggravate the food and nutrition crisis already existing in several countries of the West African region. These various causal factors explain the precariousness of the food and nutritional situation of the populations .

To deal effectively with this situation requires the provision of up-to-date and reliable data on food and nutritional security with a view to better orienting control actions .

Faced with this not-so-glowing picture, this position has been advertised to enable WFP to hire a competent candidate who will take care of the coordination of food security, nutritional, vulnerability and other socio-economic analysis and the design and implementation of capacity development in this area. This will allow WFP to have solid evidence for decision-making and to guide its programs in order to save and change lives and to provide a support to Government to implement innovative solutions at scale.

JOB PURPOSE

To contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical advice and support to World Food Programme and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with World Food Programme standards and processes

2. Manage and/or conduct food security, nutrition, markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the programme activities and map the food and nutrition security situation of the country

3. Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance. 4. Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practices. 5. Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes. 6. Provide assistance on the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained. 7. Liaise with implementing partners (internal and external) to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency and highlight potential risks to project delivery. 8. Support the capacity building of WFP staff, partners and national government to conduct vulnerability analysis to effectively inform preparedness and response activities and set up of evidence based national models. 9. Support the design and set up of tools and frameworks at national level to support effective skills and competency transfer to support a transition to the national system. 10. Provide support to WFP staff and relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice and support the provision of data and evidence within this framework. 11. Provide policy and analytical expertise to support the development of policies, strategy and programmes at national, UN and multi-partners level. 12. Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries. 13. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. 14. Other as required.

Ensures that assessment findings are easily translated into operational programmatic response.
