Purpose of the activity/ assignment:

The purpose of the assignment is to provide technical support and closely monitor WASH interventions especially UNICEF direct implementation in the installation of solar-powered climate resilient water supply systems as well as WASH in schools’ improvement works across Rakhine and as well monitoring of WASH in emergencies. The position will work closely with the Rakhine WASH team and will support the following areas;

  • Undertake technical feasibility studies, technical surveys, design and cost estimation for community and institutional WASH facilities installation in Rakhine State
  • Identification of vendors and partners for WASH interventions in Rakhine focusing on construction works through the private sector
  • Provide on-site technical support in the implementation and monitoring of contracted works across Rakhine
  • Work closely with IPs for water scarcity preparedness and response and supervising service providers during these periods for compliance and timeliness

Scope of Work:

Support the requirement of effective and efficient provision of WASH services in targeted communities and institutions to improve the overall quality of climate resilient WASH services in Rakhine. The key focus of this position is to provide technical support and progress monitoring to the implementation of WASH facilities installation through communities, partners and the private sector in the Rakhine State as follow;

  • Climate resilient community water supply systems
  • Water scarcity preparedness and response activities
  • Emergency sanitation facilities assessments, construction/repairs, monitoring and reporting
  • Monitoring of WASH services provided by partners
  • WASH facilities installation in community and institution

Duration of the contract:

9 months, Full time

Duty station/Geographic Area:

Sittwe, Rakhine. For detail travel expectations within the assignment, please refer to the Annex in the "Expression of Interest" form.

Description of Assignment:

Tasks 1:

  • Conduct feasibility studies and technical surveys for community water supply systems
  • Conduct Climate risk assessment of WASH services in communities
  • Field visits to selected communities for WASH infrastructure installation
  • Support WASH partners in water scarcity preparedness and response
  • Meet with communities and their leaders for WASH infrastructure installation
  • Plan for and coordinate delivery of in-kind materials for the water supply systems
  • Monitor WASH in emergencies project location sites

Deliverables 1:

  • WASH data standard forms developed for communities, schools, healthcare facilities
  • 36 community water supply systems feasibility and technical survey studies completed
  • Climate risk assessment of 36 WASH services in communities conducted
  • Water scarcity preparedness and response plans developed
  • 18 field visits conducted in communities with WASH infrastructure installation and at-least 3 with WASH in emergencies project location
  • 36 meetings conducted with communities and their leaders for WASH infrastructure installation
  • 36 targeted communities received in-kind supplies for their water systems

Timeline: 1st, 2nd, 3rd month

Tasks 2:

  • Monitoring field implementation of climate resilient water supply systems
  • Support skills transfer through training to communities with solar-powered water supply systems
  • Support and provide the training of water quality monitoring and water safety planning
  • Monitoring the implementation of WASH services through individual service providers
  • Monitor WASH in emergencies project location sites

Deliverables 2:

  • The installation of the 36 water supply systems monitored monthly
  • 36 field visits conducted in communities with WASH infrastructure installation and at-least 6 with WASH in emergencies project location
  • Capacity of 36 communities enhanced on basic information and technical O&M for solar-powered water supply systems
  • 36 communities actively involved in water safety planning and water quality sanitary surveys and implementation
  • Regular monitoring of individual service provider’s implementation of WASH services
  • Monthly progress of all works reported with high resolution photos

Timeline: 4th to 9th month

To qualify as an advocate for every child you will have…

  • A university degree is required. Specialization in one of the following fields is preferable: civil engineering, public health, social sciences, behavior change communication, sanitary engineering Or another relevant technical field and experiences on WASH construction and community centered Operation and maintenance
  • Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset
  • A minimum of two years of professional work experience in WASH-related programming specifically in rural water supply, water safety planning, water quality monitoring and WASH in schools/health care facilities
  • A minimum of two years of experiences in humanitarian assistance will be an added asset
  • Community mobilization, coordination, and facilitation experiences
  • Work experience in Rakhine for at least 2 years with particular focus in soliciting community participation
  • Strong knowledge and experience in contract management
  • Top skills in onsite and remote implementation, technical supervision and monitoring

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
