Overview

Conduct analysis and provide support on the Rakhine State.

You have:

  • Advanced university degree (Master's degree or equivalent degree) in Asian studies, conflict or security studies, information management, international criminal law, social science or related fields is required.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of five years of experience working on matters relating to the political, human rights, humanitarian or security situation in Rakhine State, including investigation, documentation, research data management or analysis work, is required.
  • Experience in relation to other regions of Myanmar, or on states bordering Myanmar, is desirable.
  • Experience in an international criminal tribunal, fact finding or accountability mechanism is desirable.
  • Fluency in English is required.
  • Fluency in Burmese is also required.
  • Fluency in Rohingya languages is also required.
  • Knowledge of Rakhine is desirable.

Result of Service

• Produce report(s), memoranda and internal recommendations following a review of the evidentiary materials collected by the Mechanism, identifying material pertinent to the mandate of the Mechanism • Maintain glossary of specialized Rohingya / Burmese / Rakhine terms • Provide input into mapping platform drawing upon knowledge, experience and review of evidence relating to Rakhine State

Duties and Responsibilities

The Rakhine State Specialist will report to a Team Leader, Collection, Analysis and Sharing Section (CASS) or his/her designate and will be responsible for the performance of the following duties: • Maintain a glossary of specialized terms in the Rohingya, Burmese and Rakhine languages, which are particularly relevant to alleged crimes committed in Rakhine State; • Contribute to geographical mapping exercises pertaining to alleged crimes in Rakhine State; • Provide advice and apply specialized knowledge to incident investigations focusing on Rakhine State, including by identifying relevant sources of information, providing contextual background and undertaking analysis of information collected by the Mechanism; • Provide advice and input into witness interview plans relating to alleged crimes in Rakhine State, including by providing specialized contextual and geographic information to inform the interview planning process, reviewing associated evidence and identifying topics of questioning; • Provide support to witness interview teams including by providing timely input on matters of geography and language relating to Rakhine State / Myanmar; • Review and apply specialized knowledge pertaining to Rakhine State to evidentiary materials, including documents, videos, audio files and other materials, in the Rohingya and Burmese languages, identifying exculpatory and inculpatory material, in accordance with relevant guidelines; • Identify specialized search terms based on knowledge of Rakhine State geography, language (s) and other contextual information, in order to identify relevant materials; • Consult and coordinate with analysts, investigators, legal officers and supervisors to assure conformity and consistency with internal guidelines; • Maintain organised files and work accurately and efficiently to meet tight deadlines; and, • Perform any other duties as may be directed by the supervisor.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in Burmese and Rohingya languages is also required. Knowledge of Rakhine is desirable.
