Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services).

Within the Office of the Deputy Director General, Head of the Department of Safeguards, the Section for Safeguards Programme Coordination serves as the principal advisory body in support of the entire management of the Department including formulation and execution of departmental management policies and procedures. The Section provides internal coordination and support in the areas of programme and budget, human resources, performance monitoring, effectiveness evaluation, communication, reporting and project support.

The Office of Safeguards Analytical Services (SGAS) is responsible for the analysis of nuclear material and environmental swipe samples, as well as the coordination of logistics and the Network of Analytical Laboratories (NWAL). Located about 45 km south of Vienna in Seibersdorf, the Office is organized into three sections: the Nuclear Material Laboratory, including the On-Site Laboratory (OSL) in Japan, the Environmental Sample Laboratory and the Coordination and Support Section.

Main Purpose

Under the supervision of the SGAS Radiation Protection Officer, the Radioactive Materials Specialist provides operational experience and knowledge for the safe and secure management of nuclear materials and radioactive sources. This involves Nuclear Material Accounting and Control (NMAC), waste management, decontamination, clearance of material at the SGAS Seibersdorf facilities.

Role

The Radioactive Materials Specialist acts as: (a) a contributing expert and operator for safely managing radioactive sources, nuclear materials and waste at the SGAS Seibersdorf facilities; (b) an expert supporting the Nuclear Materials Accounting and Control System for the SG Laboratories; (c) coordinator of project schedules and work specification for the safe and secure operations of the SG Laboratories; (c) a technical administrator, ensuring synergy among counterparts and timely development of schedules, reports, and all IAEA contract deliverables; and (d) an onsite liaison officer, supporting/acting for the Radiation Protection Officer as the local contact point for radiation protection and radioactive material management.

Functions / Key Results Expected

Act as the Nuclear Materials Accounting and Control Manager for SGAS. This involves maintaining oversight of the nuclear material accountancy system in SGAS by performing accountancy audits and inspections, undertaking Physical Inventory Takings, investigating inventory irregularities and preparing routine Safeguards nuclear material accountancy reports (e.g. Inventory Change Reports, Physical Inventory listing, Material Balance Reports).

Develop and prepare project plans in the area of radioactive materials management for the SGAS Radiation Protection Officer.

Manage and monitor progress of project implementation and report on deviations, difficulties, and other issues.

Identify/anticipate technical problems and delays related to radiation waste management and clearance of material from controlled areas and develop timely solutions in compliance with established IAEA Safety Regulatory and in other applicable requirements of the Host Country.

Contribute to the development of technical solutions and the planning and organization of activities by providing advice and recommendations based on specialist knowledge of radioactive materials management issues.

Communicate and liaise with all of the relevant stakeholders (e.g. Division of Radiation, Transport Waste Safety, Department of Nuclear Science and Applications, Austrian Authorities) to ensure proper implementation of radioactive waste management with the SGAS Laboratories.

Ensure and organize proper packing and transport of radioactive waste material from the SGAS Laboratories to storage and processing facilities both within Austria and internationally.

Provide and organize training of staff in the proper handling and storage and transport of radioactive waste materials.

Support the SGAS Radiation Protection Officer to develop and implement safety and security related procedures for the SGAS Laboratories.

Take part in implementation of emergency preparedness plans in the case of an accident or incident involving nuclear materials or radioactive sources.

Prepare reports, documents or any other related communication upon request.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Bachelor's Degree - University Degree in nuclear science, nuclear engineering, radiation protection or related field. Advanced university degree an asset.

Minimum of five years of proven experience in the management of nuclear material. Preferably with experience in the areas of nuclear material accountancy, radioactive waste and radiation protection.

Experience in the management of moderately complex technical projects.

Background in nuclear security and industrial safety is an asset.

Note: In-line with nuclear security requirements, persons undertaking the Radioactive Materials Specialist role are required to undergo security background checks.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $62692 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 26644*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
