Background Information - Afghanistan

With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services.

The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. UNOPS AFCO’s mission is to exceed the expectations of all stakeholders in the delivery of AFCO services, at all times, in all places, in all circumstances, in order to improve the lives of Afghans in need.

Background - Project

The Construction of the Air Navigation Service Facility and the Control Tower at the International Airport in Kabul City, Afghanistan - (JICA VII), funded by the Government of Japan (GoJ) through the Japan International Cooperation Agency (JICA) involves the design review and construction which is intended to improve the Airport facilities and the project aims to enable increased air traffic into and out of Afghanistan, in full alignment with ICAO standards, thereby supporting economic development of the country.

The project includes the following specific project scope components for design review, procurement of construction works, construction supervision, financial management and reporting. Planned construction works outputs include the basic and detailed design of the ANS Facility and Control Tower and the Construction of the ANS Facility and Control Tower.

Background Information - Job-specific

Under the overall supervision of the Senior Programme Manager and Deputy Project Manager, the Quality Engineer ensures the establishment of procedures with time limits for inspection, sampling and testing of works and all other QC/QA requirements. They implement and monitor quality assessments, and provide QA/QC reports to the Senior Programme Manager/Deputy Project Manager on project QA/QC activities.

  5. Technical Expertise

  • Prepare detailed QA/QC plans for new construction of the ANS and Control Tower facilities works in compliance to the Quality Management Strategy and Quality and Assurance Plan.
  • Ensure the establishment of quality procedures including time limits for inspection, sampling and testing of ANS and Control Tower facilities works and other QA/QC requirements.
  • Oversee and manage quality assessment of materials through regular and rigid laboratory tests.
  • Ensure specific quality standards are constantly met at all levels of construction projects.
  • Ensure health and safety of everyone involved in the project and general public by identifying risks and threats, planning, implementing and maintaining internationally acceptable safety standards in all aspects, at all stages of the project.
  • In consultation with the project staff, review technical specifications and recommend standard construction specifications for all items of the ANS and Control Tower facilities works for their effective use in projects’ works.
  • Review all standard test forms to be used during laboratory tests, QA testing schedules and procedures and evaluate results as appropriate.
  • Review contractor submittals, practices and conventional methodologies and make recommendations where remedial action is required.
  • Work with project engineers and design consultants for establishing procedures with time limits for the inspection, sampling and testing of works and all other QA/QC requirements.
  • Conduct initial survey queries on sources to materials, ensuring quality and quantity is of economic value to the project.
  1. Personnel Management
  • The Quality Engineer will perform the role of team leader for the overall quality related components of the project and provide support to the protect team for any technical assistance that may be required for the implementation of ANS and Control Tower facilities works.

3. Monitoring and reporting

  • Prepare and submit professionally prepared periodic progress reports to the Senior Programme Manager/Deputy Project Manager at intervals agreed upon.
  • Assist the Senior Programme Manager/Deputy Project Manager in the preparation of various project reports where necessary.

  • Perform other duties as may be assigned.

4. Knowledge building and knowledge sharing

  • Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building.
  • Participate in the relevant Communities of Practice, actively interact with other Engineers and the Engineering community to share case studies, lessons learned and best practice on the Knowledge System.
  • Collaborate with technical team members including but not limited to architects, engineers, project managers and quantity surveyors.

Education/Experience/Language requirements

A. Education - A first-level university degree (e.g. Bachelor) in Civil or Structural Engineering, or other relevant field, is required - An advanced university degree (e.g. Masters) in Civil or Structural Engineering, or other relevant field, is desirable but not required, and may constitute 2 years of work experience. - A professional certificate in a relevant field is an advantage.

B. Work Experience - A minimum of 4 years of progressively responsible experience in construction work with an emphasis on materials testing, quality control and assurance, and/or laboratory testing is required. - A firm understanding of the requirements and specifications of testing and materials, especially as related to the construction of ANS and Control Tower facilities is desirable. - Demonstrated experience in pre-stressing works and quality control, and experience in different classes of concrete mix-design, under different conditions of construction procedures is an asset. - Knowledge of procurement and logistics practices is an advantage. - Knowledge of UN/UNOPS rules and regulations is an asset.

C. Languages

  • Fluency in English is required.
  • Fluency in Pashto and/or Dari languages is highly desired.
