DRC Syria
DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods, and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our Community Centers.
About the job
The Quality Assurance (QA) Officer is responsible for ensuring that all Mine Action operations are conducted in compliance with International Mine Action Standards (IMAS), National Mine Action Standards (NMAS), and organizational Standard Operating Procedures (SOPs).
The QA Officer conducts internal quality assurance monitoring of Non-Technical Survey (NTS), Technical Survey (TS), Explosive Ordnance Disposal (EOD), Battle Area Clearance (BAC), and Mine Clearance operations to ensure safety, efficiency, accountability, and adherence to required standards.
The role contributes to continuous improvement of operational performance and risk mitigation across all Mine Action activities.
Duties and Responsibilities:
A. Quality Assurance Monitoring
- Conduct regular internal QA visits to field operations (NTS, TS, EOD, BAC, MMC).
- Monitor compliance with IMAS, NMAS, and DRC SOPs.
- Verify correct application of land release methodologies.
- Ensure safety procedures are properly implemented and documented.
- Observe and assess team drills, marking, task layout, and documentation.
- Monitor medical preparedness and CASEVAC procedures.
- Ensure equipment calibration and maintenance records are up to date.
B. Documentation and Reporting
- Complete QA visit reports with clear findings and corrective actions.
- Track non-conformities and ensure timely follow-up and closure.
- Maintain QA tracking database or monitoring tools.
- Contribute to monthly operational and donor reports as required.
- Provide evidence-based recommendations for operational improvements.
C. Compliance and Standards
Ensure operations align with:
International Mine Action Standards (IMAS)
- National Mine Action Standards (NMAS)
- Accreditation requirements
DRC SOPs
Support preparation for external Quality Assurance / Quality Control inspections by national authorities (e.g., National Mine Action Authority) or UN bodies.
- Participate in accreditation and re-accreditation processes.
D. Capacity Strengthening and Continuous Improvement
- Provide on-site mentoring to team leaders and operational staff.
- Identify training gaps and recommend refresher training.
- Support revisions and updates of SOPs where operational improvements are required.
- Promote a culture of safety, accountability, and learning.
- Facilitate lessons learned sessions and after-action reviews.
E. Risk Management and Safety
- Identify operational risks and recommend mitigation measures.
- Immediately report critical safety concerns to management.
- Ensure compliance with medical and emergency preparedness standards.
- Promote safe behaviour and duty of care across all teams.
F. Localization, Partnership & Coordination
- Support senior management in the identification, assessment, and engagement of national and local partners in line with DRC partnership principles and due diligence requirements.
- Assist senior management in the meaningful participation of national stakeholders, including authorities and civil society actors, in planning, prioritization, and review of HMA activities.
- Participate in the coordination between HMA and other DRC sectoral programs (e.g., Protection, Economic Recovery, HLP), ensuring integrated and conflict-sensitive approaches.
Experience and technical competencies:
- Minimum of 2 years’ experience in Humanitarian Mine Action (HMA) activities
- Previous Experience in Quality Assurance or Quality Control is strongly preferred.
- Experience in working under IMAS/NMAS frameworks.
Education:
- High School education.
- Formal EOD qualification (minimum IMAS EOD Level 2).
Languages:
- English (intermediate).
Arabic (native).

Contract length: 12 months with possibility of extension.
