The overarching strategic goal of UNICEF’s Information and Communication Technology Division (ICTD) is to transform and build partnerships with our stakeholders to successfully implement UNICEF programmes globally through innovative technology-enabled solutions.

This position will report to the Deputy Director, Solutions Centre and Support in ICTD. One of the Centre’s goals is to provide adequate, user-friendly, and modern business solutions to UNICEF’s different departments and stakeholders as well as providing guidance, governance, and procedures to several enterprise processes such as data collection, program monitoring, digital tools and platforms, and business process optimization throughout the organization. These goals are aligned with the organizational strategy, enterprise architecture, and information management requirements of UNICEF’s different stakeholders.

How can you make a difference?

Under the supervision of the Deputy Director, Solutions Centre and Support, the Quality Assurance Manager manages the preparation of strategic IT plans that align with UNICEF business objectives and performance measures. This role coordinates the development and implementation of UNICEF Quality Assurance policies consistent with sound business practices and is also responsible for maintaining the Quality Maturity Model (QMM), ensuring that the appropriate level of testing and quality assurance is applied to projects in the ICTD Project Portfolio.

As head of the QA Team, oversees a group of professionals and consultants testing the software applications in UNICEF, including testing the infrastructure upon which the various applications sit (operating system and any tools or utilities that are necessary to make the applications work).

This position will report to the Deputy Director at the D-1 level. This position will supervise the Quality Assurance Specialist at the P-3 level and will also supervise the work of consultants.

Key responsibilities:

• Liaises with business units to develop and sign-off on test scenarios for each application, in coordination with the systems analyst and project teams; agrees on responsibilities and follows-up on the plan. • Leads the development and documentation of test scripts, as needed. Safe keeps the scripts produced, for future reference and tests. • Coordinates the tests of in-house developed applications to assure that adequate results will be produced by each systems/project support teams. Reviews and approves QA results. • Provides training and support to ICTD staff and consultants on the agreed testing methodology and tools for each particular application. • Prepares test plans for each application, in coordination with application support teams / project teams. Agrees on responsibilities and follows-up on the plan. • Keeps abreast of information technology advances in areas related to applications quality assurance and testing, to provide IT management with adequate recommendations that will influence mid-term and strategic decisions. • Manages the security and compliance testing of applications across the portfolio of systems leveraged by UNICEF in conformance with the Information Security Program. • Strategically leads, supervises, develops, and empowers staff under supervision. • Promotes a team environment of staff well-being, accessibility and inclusion. • Promotes culture of performance management, providing timely guidance, feedback and support to team.

To qualify as a champion for every child you will have…

Academic Degrees and Training Required: • An advanced university degree (Master’s Degree or higher) in Business Administration, Engineering, Computer Science, Telecommunications or a related field is required. A first University Degree (Bachelor’s Degree or equivalent) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree. • Relevant Quality Management/ Quality Assurance Certification is required (e.g. ASQ CMQ/OE, ASQ CSQE, CSQA etc.). • Training in related disciplines, interface and applications development is required.

Required Experience: • A minimum of 8 years of practical professional work experience, at the national and international levels of responsibility, in supporting systems development and support. • Practical experience in applications quality assurance or software testing.

Language Requirements: • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Desirable: • Applicable IT Technology (e. g. Quality Center, MS Enterprise Project Management) and relevant project Management Certification (PMP, Prince2, etc.) is desirable. • Experience or background in key business competence areas (e. g. financials, HR, logistics, procurement) would give a strong competitive advantage. • Practical experience in systems preventive and corrective quality assurance actions desirable
