To this end, UNESCO is seeking to hire a short-term publicity and communication consultant. Long Description ---------------- **Main duties and responsibilities** ==================================== Under the overall authority of the Director of the UNESCO Office in Kabul and Representative of UNESCO to Afghanistan the incumbent shall perform the functions indicated in the Terms of References below: **Website Revitalization** ========================== - Examine UNESCO Kabul Office’s website and propose recommendations to unit heads for consideration - Collaborate with program staff through team leads and/or unit heads to prioritize content to be developed and uploaded onto UNESCO Kabul Office’s website. - Develop UNESCO Kabul Office intersectoral high level Capacity Statement - Collaborate with the graphic designer and advocacy and communication officers together with Communication and Information lead to develop relevant graphics and text for UNESCO Kabul Office’s website. - Coordinate and review input on content for UNESCO Kabul Office’s website from team leads and/or unit heads and ensure the input follows journalistic principles relevant to the target audience. - Promote and proactively maintain and update UNESCO Kabul Office’s website in line with UNESCO principles and protocols. Long Description ---------------- **Publication and Material Development** ======================================== - Develop the storyline of the 1–3-minute intersectoral promotional video. - Effective and professional management of UNESCO Kabul’s intersectoral website content repository. - Collaborate with program staff and prepare, develop and upload intersectoral content including storylines and publications on UNESCO Kabul Office’s website. - Develop a plan for dissemination of the materials and provide advice to the program staff and/or unit heads in the dissemination to the donor community, beneficiaries, and the public, as appropriate. **Training Facilitation** ========================= - Provide technical leadership and be responsible for the process of writing, editing, reviewing, and arranging production of all UNESCO Kabul Office’s website content. - Support and orient program staff on how to plan for, develop and upload content on the website The successful will be expected to perform other tasks that may be assigned by the supervisor Long Description ---------------- **Deliverables** **1-** Present and document recommendations to unit heads and head of office on what needs to be done to the UNESCO Kabul Office Website to be attractive to donors and other key stakeholders (01-15 March 2023); 2- Plan for dissemination of advocacy and communication materials (15-21 March 2023); 3- Periodic sectoral and or intersectoral updates on UNESCO Kabul Office Website (28 March - 31May 2023); 4-UNESCO Kabul Office high level Capacity Statement (21 March-7 April 2023); 5- Storyline for 1–3-minute intersectoral promotional video (7-21 April 2023); 6- Program staff orientation on how to plan for develop and upload content on website (21 April - 31 May 2023) **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- Education - University degree or equivalent in Communication, Journalism, Public Relations, or related field. Work experience - At least 5 years of relevant work experience, in the field of communication, Journalism and Public Relations. Previous experience in an educational organization is an added value. - A deep understanding of development work, particularly of capacity development in education. - Work experience with the UN is an added advantage. Skills - Excellent skills in website content management and maintenance, knowledge of Drupal (the content management system of UNESCO’s website) is an added advantage- If not knowledgeable, then willing to learn with a capacity to learn quickly - Excellent strategic, analytical and communications skills. - Proven expertise in communication, public awareness, advocacy, reporting, and donor communication. - Ability to interact with partners at various professional levels and diverse backgrounds. - Excellent coordination and networking skills. - Possession of strong sense of visual design principles. - Excellent experience in using multimedia and creativity software such as Adobe Suite or other applications. - Excellent computer skills. Languages Fluency in English and Dari/Pashto is required.
