How can you make a difference?

With China’s growing role in international development cooperation, the South-South cooperation component of UNICEF China has significantly increased. Under the guidance of Senior Adviser for Public Partnerships and Partnerships Specialist, you will facilitate partnerships and South-South Cooperation between China and other developing countries for the cause of children. In addition, you will provide support for resource mobilization efforts, grant management, and partner liaison.

Key functions, accountabilities, and related duties/tasks:

  1. Build and maintain UNICEF’s South-South Cooperation, by supporting the development and implementation of standards and guidance for UNICEF partnerships; formulation of work plans and strategies.
  2. Contribute to the implementation of the work plan for Public Partnerships Section, to ensure timely and cost effective delivery of results, including review of reports, publications, organizing events, etc. in accordance with UNICEF China’s partnership strategy.
  3. Develop and enhance relationship with partners through regular meetings and communications and consultations to identify common priorities and enhance partnership opportunities.
  4. Support the Public Partnerships Specialist in project and knowledge management and partnership building in close coordination with the relevant UNICEF country offices, monitor, review and support reporting and communication, and document knowledge and learning as needed.
  5. Support communication with Chinese Embassies/UNICEF country offices in developing countries to identify potential cooperation opportunities as needed. Support in providing technical guidance to country offices and regional offices related to resource mobilization, reporting, recognition and visibility, etc. as needed.
  6. Maintain up-to-date information on partner and income trends, analyse international development cooperation assistance policies and keep resource partner profiles updated.
  7. Contribute to the development of communication products, including social media content, to enhance UNICEF’s visibility and influence with existing and prospective partners and key stakeholders by providing analysis of the current environment and trends and formulating recommendations for strategy approaches and message development.
  8. Support in knowledge management and information sharing with key stakeholders in South-South cooperation, and maintain an evidence base building on the existing knowledge management efforts and taking into consideration the lessons learned to share information and knowledge efficiently and effectively.

The incumbent gathers, analyses and reports information in a manner that draws out fact-based insights to inform approaches to partner relationships and support substantive discussion with partners. S/he captures relevant information and progress, and ensures internal information sharing.

Qualifications:

  • A university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • A minimum of two years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant areas.
  • Fluency in English and Chinese is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.

Skills:

  • Current knowledge of development and South-South Cooperation issues, strategies, as well as programming policies and procedures in international development cooperation.
  • Strong communication skills, verbal and written.
  • Strong networking and negotiation skills
  • Familiarity with political and governmental processes
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization.
  • Knowledge of partnership development and resource mobilization.
  • Ability to conduct sound policy analysis.
  • Ability to contribute to the formulation of strategies and policies.
