The Public Partnerships Division is responsible for developing and strengthening public partnerships to support UNICEF’s work to protect the rights of every child.

Working in close collaboration with the Humanitarian Partnerships and Financing team, the consultant will support the team to accomplish three outcome objectives that impact the goals of PPD and UNICEF at large, which include: 1) Positioning of UNICEF as a key humanitarian actor with the public sector, 2) Further increase and strengthen quality funding for emergencies, and 3) providing hands-on support to underfunded emergencies that are a priority for the organization.

How can you make a difference?

The Consultant shall be responsible for and contribute to the following:

1. 2024 HAC Launch Event

• Work with the Humanitarian Team on the high-level 2024 Humanitarian Action for Children (HAC) Launch Event and Appeals in December 2023 (date tbd), in collaboration with EMOPS, PFP, and DGCA.

• Create a detailed event plan, including but not limited to the event concept, timeline, logistics, marketing and promotion, registration, programme development, and any other aspects necessary for the successful execution of the Event.

• Oversee all aspects of the Event on the day of the 2024 HAC Launch Event, including online setup, registration, coordination of colleagues at the country, regional and headquarters levels, managing event timeline, troubleshooting any issues, and ensuring smooth and efficient operations.

• Conduct a post-event evaluation, providing a post-event report, which includes feedback, attendee data, and recommendations for future HAC Launch Events.

• Provide technical review of the HAC appeals that will serve as content for the HAC Launch Event.

2. Global Humanitarian Thematic Funding

• Working closely with the Humanitarian Team and in collaboration with EMOPS, PFP and DGCA, conduct a thorough assessment of the Global Humanitarian Thematic (GHTF) fundraising needs, including coordination with PPD teams to help identify potential sources of support and determining the most effective strategies to continue and increase contributions to GHTF.

• Develop a comprehensive PPD action plan that outlines the goals, objectives, and strategies for raising GHTF, and that is tailored to UNICEF’s unique needs and circumstances.

• Implement the PPD action plan, which may include conducting research, preparing solicitation materials, organizing events, and contributing to building relationships with donors and other stakeholders.

• Provide regular updates on the plan implementation, joint activities, and outcomes, as well as recommendations for adjustments to the action plan as needed.

• Collaborate with EMOPS, PFP, and DGCA to ensure that activities are aligned with the organization's mission, values, and strategic goals.

3. Humanitarian resource mobilization for the Horn of Africa (L3) and Sahel (L2)

• Provide strategic advice and guidance to the Country Office on fundraising and partnership development.

• In coordination with the Regional Offices, provide technical support to Country Offices in emergencies on the two L2 and L3 corporate level crises: the Horn of Africa and the Sahel; in the development of resource mobilization strategies and plans, and provide guidance on quality donor reporting, recognition, and visibility, etc. as needed.

• Advising the Country Office on how to establish and maintain effective relationships with donors and partners, and how to engage them in ongoing communication and reporting.

• Providing guidance on best practices for fundraising and partnership development and sharing knowledge and expertise on emerging trends and opportunities in the field.

• Collection and dissemination of partner intelligence and mapping on a continuous basis to guide resource mobilization and partnership priorities and discussions with relevant partners.

• Participate in and summarize results from internal and external meetings on humanitarian funding, including Emergency Management Team Meetings.

To qualify as an advocate for every child you will have…

  • A Master's degree in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • A minimum of two years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or another relevant area.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian,or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, program delivery locations, or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
