Under the supervision of the Representative, and close collaboration with the Deputy Representative, the Public Partnership Specialist is supporting senior management in policy direction and design as well as developing, implementing and monitoring the partnership workplan as part of the UNICEF partnership agenda.
How can you make a difference?
The Public Partnership Specialist position’s purpose is to deepen collaboration with key stakeholders and provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment. More specifically, the incumbent:
- Keeps abreast of the main issues facing the Lebanon country office, identify internal and external issues, particularly related to external public partnerships, that require Senior Management’s attention, and assist in formulating options as to how those matters might be handled. Ensure appropriate follow-up as directed. Maintains records and track the status of the Representative's action items.
- Acts as a focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, including on how to anticipate and respond to partners’ concerns and priorities, ensure that UNICEF’s interests, perspectives, and knowledge are taken into account in relevant policy and institutional processes, and ensure that they are fully aware of UNICEF’s perspectives, policies, priorities and capabilities. Contribute to the development and management of initiatives for high-level outreach, including for UNICEF’s Senior Management.
- Manages and strengthens public partnerships between UNICEF and key external stakeholders, such as key donors governments, UN agencies and inter-governmental institutions and link them to appropriate UNICEF focal points (e.g Programme/Communication) if required. Provides consistently a high-level responsiveness and service to key external stakeholders to help senior management to maintain a close dialogue with and provide accurate information to them by organizing regular briefings, bilateral meetings and missions.
- Develops and implements public partnership engagement plans to ensure timely and cost-effective delivery of results, in accordance with UNICEF’s partnership strategy and in close collaboration with the LCO Private Partnership Team.
- Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a mapping/ database of key contacts and to UNICEF’s base of knowledge on partnership and resource mobilization. Gathers research on target countries to assess their resource mobilization potential and track record. Pursue innovative avenues of cooperation for funding opportunities.
- Seeks and promotes new partnerships, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs.
- In Collaboration with the Representative, Deputy Representative, Chief Communication and PRIME, contributes towards the development and implementation of Lebanon resource mobilization strategies with donor governments, UN agencies and Inter-governmental institutions, private sector and innovating financing opportunities..
- Contributes to the development of new partnership and resource mobilization practices and approaches by formulating recommendations for action based on on-going monitoring, analyzing current trends within designated partners and formulating recommendations for strategy approaches and message development.
- Receives and screens inquiries from potential collaborators and facilitates communication with appropriate UNICEF staff. Scans and scouts external environment within designated partnership area for opportunities and risks and shares information in a timely fashion with relevant UNICEF staff. In close consultation with the Chief, Communication, coordinate the office response to a wide variety of queries for information from external stakeholders
- Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with assigned partners. Ensures that Senior Management are prepared for meetings and missions by drafting talking points, by researching relevant information; establishing contacts on the subject matters to be discussed, coordinating position papers, situation reports, briefing notes and other documents relevant to the activities of the office for internal/external dissemination.
- Expands UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers, regional development institutions, foundations, civil society organizations, international financial institutions and/or other relevant constituencies.
- Performs other related duties as assigned by the supervisor to ensure the success of the Public Partnership function, including guiding, training, and coaching short-term staff, including interns and consultants, as needed.

- Authoritative knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation. Experience in the regional context is an asset.
- Extensive knowledge of practices in (public) partnership development and donor relations.
- Demonstrated ability to formulate new approaches in respect of resources management and outreach- related activities.
- In-depth familiarity with political and governmental processes and donor relations.
- Fluency in English is required. Knowledge of another official UN language, particularly Arabic and/or French is considered an asset.
