The Public Partnerships Division (PPD) works to strengthen UNICEF’s position as a partner of choice for children’s rights among governments and public actors around the world. The division is doing this by positioning children’s rights in the intergovernmental and multilateral fora and engaging with governments and UN partners.

How can you make a difference?

Under the direct supervision of the Senior Adviser, the UN Coherence Team is responsible for outreach to selected Member States, strategic and operational handling of inter-agency questions (e.g. discussed at the Chief Executives Board, High Level Committees on Programmes and on Management, UNSDG Principals and Core Group, Executive and Deputies’ Committee), analysis of strategic issues, coordination of policy inputs from various parts of UNICEF, coordination of progress reports, and assistance in development of operational policies in the context of UN coherence and UNDS reform, especially when these need to be developed at inter-agency level.

The purpose of the Public Partnership Specialist position is to contribute to harmonized and comprehensive reporting on implementation of UN coherence to the UNICEF Executive Board and UN system-wide reporting processes. S/He coordinates UNICEF’s engagement in UN coherence mechanisms, inter-agency platforms and reform discussions (Chief Executives Board; High Level Committees on Programmes and on Management), prepares and follows up on senior management’s strategic engagement with inter-agency counterparts; and provides guidance on 1% coordination levy related issues within UNICEF and with other UN agencies and partners.

Key functions, accountabilities and related duties/tasks:

1. Assess, analyze, interpret and quality assure data and information on UNICEF’s participation in the implementation of UN coherence for the purposes of comprehensive reporting to the UNICEF Executive Board and the provision of inputs to system-wide reporting processes (e.g. the DESA HQ survey). In particular, s/he will have an important coordination function outside of UNICEF for the harmonized reporting on common QCPR indicators with UNDP, UNFPA and UN-Women, through the preparation of the QCPR Annex to the EDAR and the UNDS reform information note, as well as inside UNICEF for the data collection, quality assurance and strategic messaging around UN coherence in UNICEF’s specific reporting products. Coordinate with DESA and UNDCO on data sourcing and inputs to system-wide reporting products and liaise with inter-agency focal points on related strategic and operational questions.

2. Coordinate UNICEF’s engagement in UN coherence mechanisms, inter-agency platforms and reform discussions such as the Chief Executives Board and High-Level Committees on Programmes and on Management. Provide strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with assigned partners, Member States and other agencies, funds and programmes, following up of UNICEF’s engagement. Prepare comprehensive and substantive analyses, briefing notes, strategic messaging and other information requirements in close collaboration with technical focal points for senior management’s strategic engagement with inter-agency counterparts.

3. Provide assistance in developing operational policies in the context of UN coherence and UNDS reform, especially at inter-agency level.

4. Develop, coordinate and evaluate results of the annual survey of UNICEF representatives on the implementation of the UNDS reform and help formulate the UNICEF narrative on progress made in its implementation of the reform through the development, analysis and crafting of key messages from the survey results, informing necessary adjustments to internal UNICEF processes.

Expand UNICEF’s network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers, UN agencies, funds and programmes, relevant internal teams and/or other relevant constituencies.

5. Support information sharing, training and orientation activities related to UN coherence at HQ as well as regional and country levels by preparing updates and providing continuous guidance on 1% levy related issues within UNICEF and with other agencies and partners.

6. Support knowledge management, information sharing, training and orientation activities related to UN coherence at HQ as well as regional and country levels, including by managing the Team’s Sharepoint site.

7. Develop and maintain deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to UNICEF’s base of knowledge on partnership and UN coherence issues in assigned areas of work.

8. Implement the work plan for assigned area, in order to ensure timely and cost-effective delivery of results, in accordance with UNICEF’s partnership strategy.

9. Performs other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff such as interns and consultants, as needed.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • A minimum of five (5) years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
