The Public Partnerships Division (PPD) is responsible for developing and strengthening public partnerships to support UNICEF’s work to protect the rights of every child. The PPD CANZUSI Cluster is responsible for partnerships with Canada, Australia, New Zealand, the United States of America and Israel.

The PPD outpost office in Washington, D.C., supports UNICEF’s work by managing partnerships and resource mobilization with institutions of the Government of the United States including the White House National Security Council, U.S. Department of State, the U.S. Agency for International Development, the U.S. Department of Health and Human Services and Centers for Disease Control and Prevention, the U.S. International Development Finance Corporation, and the U.S. Congress. It also supports work with International Financial Institutions.

The partnerships with the U.S. Government (USG), managed by CANZUSI’s outposted USG team, are among UNICEF’s most important and multi-faceted external partnerships. The primary objective of the Washington, D.C. office is to strategically position UNICEF and the children’s agenda within the global leadership circles in D.C.

How can you make a difference?

The Public Partnership Specialist supports UNICEF’s USG team in Washington, D.C. in deepening collaboration with key stakeholders and advancing knowledge exchange, resource mobilization, partnership and grant management, as well as policy influence within the scope of assignment. The incumbent’s efforts will ensure greater visibility for UNICEF and support its mission with key partners.

MAIN DUTIES/RESPONSIBILITIES:

Lead partnership outreach and engagement, communication, and results-focused efforts to maintain UNICEF’s position as a partner of choice for the USG. Oversee key coordination, communication, and associated grant management tasks. Duties include:

  • Develop, promote, execute funding agreements and contracts established between UNICEF and the USG while serving as primary contact for USG on development-related grants. Provide related oversight of the development and implementation partnership materials including agreement documents, technical and reporting guidance, frameworks, templates, and standards.
  • Remain updated on current activities, UNICEF policies and processes to provide strategic recommendations on prioritization of programming. Lead on negotiations, including new/nuanced approaches, to design projects under standard grants. Ensure UNICEF positions are properly relayed and taken into account in managing relationships, decision-making and outreach to partners.
  • Formulate work plans and strategies and lead engagement between CO/ROs and USG counterparts to provide guidance in ensuring programmes are proactively developed and implemented in accordance with shared UNICEF-USG priorities and processes. Ensure critical agreement deadlines and requirements are met.
  • Support Public Partnerships Manager in strategic liaison efforts across USG organizations to help inform and direct UNICEF’s partnership priorities with USG; keep apprised of key policy and legislative priorities and assist in the preparation of briefing notes, reports, and other documentation required for the UNICEF Executive Director, other UNICEF HQ, or country/regional office leadership to participate in high-level engagements with U.S. Government officials and Congressional delegations.
  • Keep management informed of critical developments requiring decision and/or authorization; serve as designated deputy/OiC for Public Partnerships Manager. Provide guidance and contribute to knowledge management processes; support team inputs for regular contribution management updates. Provide guidance in development of criteria to ensure team records are maintained in an organized and discoverable structure.
  • Other duties as assigned, including but not limited to: Conducting research on prospective new partnership engagements for UNICEF, and providing related analysis and outreach to support exploration of such opportunities; assisting with strategic dialogue sessions, advocacy campaigns, and thematic and regional engagement activities; helping track key USG policies and legislative action; and sharing related updates associated with UNICEF’s global programs.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in international relations or another related field, including but not limited to the following fields: international relations, business administration, political science, health, education, English or writing, economics or international business, communications, or international development.
  • A minimum of five (5) years of professional experience in one or more of the following areas or related areas is required : public affairs, communications, government, economics or finance, health, education, government, programme management, resource mobilization, external relations, office management, customer relations, logistics or other relevant area.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
