The Public Partnerships Division (PPD) works to strengthen UNICEF's position as a partner of choice for children's rights among governments and public actors around the world. Along with the Private Fundraising and Partnerships Division (PFP), PPD advocates for sustainable partnerships, and mobilize flexible and predictable resources to achieve UNICEF’s Strategic Plan results in the context of Agenda 2030.

Thematic Funding is recognized as the highest quality earmarked funding. This multi-year pooled funding mechanism is aligned with UNICEF Strategic Plan 2018-2021, adopted by UNICEF Executive Board in September 2017, and the draft UNICEF Strategic Plan 2022-2025, which is due for adoption by the UNICEF Executive Board in September 2021.

How can you make a difference?

Under the supervision of the Public Partnerships Manager (Planning) and the overall supervision of the Senior Adviser for Systems, Analysis, Planning and Operations in PPD and aligned to the UNICEF Executive Board decision 2020/17 , the incumbent will provide professional support in the conceptualization, coordination and management of the existing 2018-2021 and future (2022-2025) thematic funds. This includes (a) the management and delivery of the thematic reporting mechanisms for (global, regional, country level) consolidated annual reporting and coordination of the dissemination of yearly global annual results reports; (b) conceptual thinking around the transition to a new type of thematic reporting for the 2022-2025 thematic windows; and (c) coordination and implementation of this transition across the organization including with relevant HQ divisions (PD, EMOPS, DAPM, DFAM, PPD and PFP) as well as country and regional offices.

More specifically, the incumbent will:

  • Initiate the change management process on UNICEF thematic reporting for the next Strategic Plan, including the transition to streamlined digital/online reporting, whilst ensuring donor reporting requirements are adhered to.
  • Coordinate the production of the global annual results reports for all the UNICEF 2021 Global Annual Results Reports per the five Goal Areas of UNICEF’s Strategic Plan 2018-21, and the two cross-cutting areas of Gender Equality and Humanitarian Action.
  • Provide income analysis narrative and graphs for the Global Annual Results Reports.
  • Prepare the annual guidelines for all UNICEF country and regional offices on thematic reporting and consolidated emergency reporting, including annexes on contributions and expenditures.
  • Coordinate the dissemination of all UNICEF thematic reports and consolidated emergency reports to partners.
  • Coordinate the annual donor briefings on thematic funding pools.
  • Provide accurate and timely thematic funding reporting data for institutional and divisional reports as necessary.
  • Prepare additional reports on available funds and expenditures to supplement thematic funding financial statements in order to satisfy requirements from donors on their thematic contributions.
  • Provide timely and quality response to queries and information requests from country, regional offices and other HQ divisions related to thematic funding received including both country or region-specific funding as well as allocations from global thematic funding, contributions management related to thematic funding, funds utilization, reporting timelines and requirements, donor reports submission, etc.
  • After expiry date of thematic pools, prepare analysis of funds available and expenditures by country; unspent balance of each expired thematic pool, and proportion of unspent balances attributed to each donor for review and closure.
  • Facilitate good collaboration between PPD and other divisions on donor reporting matters, as the PPD donor reporting focal point in relation to the wider UNICEF organization, including support to other offices and leading PPD’s engagement on donor reporting tools and guidelines.
  • Contribute to the division’s corporate reporting requirements and obligations.

  • Guidelines for 2020 CO/RO thematic reporting and consolidated emergency reporting
  • Financial Reports for the seven 2020 Global Annual Results Reports
  • Effective coordination within PPD and with PD, DFAM and PFP to ensure quality and timely delivery of 2020 Global Annual Results Reports, including:

    • Contracting, management and quality assurance of external provider to design and produce the seven reports, including review and corrections of lay-outs and drafts to ensure copy edits and corrections are made in line with UNICEF guidelines
    • Contracting and management of UNVs to copyedit and check designed drafts of the seven reports
    • Quality review of draft Seven Global Annual Results Reports content reviewed by PPD senior management
  • Proposal on UNICEF thematic reporting 2022-25

Impact of Results

The incumbent gathers, analyses and reports information in a manner that draws out fact-based insights to inform approaches to partner relationships and support substantive discussion with partners. S/he captures relevant information and progress, and ensures internal information sharing.

Accurate and timely information to partners will strengthen the credibility of the organization which in turn will result in trust and increase resources to the organization. Well analyzed and support to senior management can result in an increase of funding opportunities.

To qualify as an advocate for every child you will have…

  • A Bachelor's Degree (or higher) is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
  • A minimum of two years of professional experience in one or more of the following areas is required: programme management, resource mobilization, external relations, public partnerships or monitoring and reporting.
  • Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.
  • Strong communications skills, both verbal and written.
  • Strong networking and negotiation skills.
  • Strong familiarity with political and governmental processes.
  • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organisation.
  • Advanced knowledge of partnership development and resource mobilization.
  • Ability to conduct sound policy and data analysis.
  • Ability to contribute to formulation of strategies and policies.
  • Self-motivated, with ability to work independently, but also with others to achieve the desired outcomes.
  • Experience managing and coordinating large organization-wide processes or projects.
  • Familiarity with UNICEF’s thematic funding mechanism and financing structure.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
