UNICEF Tokyo, as part of the Public Partnerships Division (PPD), works to strengthen UNICEF’s position as a trusted partner for realizing children’s rights among the Government of Japan and other public sector partners. The office engages in evidence based policy advocacy and resource mobilization to support implementing UNICEF’s Strategic Plan 2022-2025 and the Agenda 2030/Sustainable Development Goals (SDGs).

To make sure that UNICEF is a partner of choice for the Government of Japan, e.g. Ministry of Foreign Affairs (MoFA), Japan International Cooperation Agency (JICA), in realizing children’s rights both in humanitarian and development contexts, UNICEF Tokyo engages in developing, mobilizing and managing public partnerships with various stakeholders in Japan, in collaboration with HQs/ROs/COs as well as Japan Committee for UNICEF.

How can you make a difference?

Under the overall supervision of the Senior Adviser at UNICEF Tokyo, in the Public Partnerships Division, the Public Partnership Consultant will provide technical, logistics and communication support for the 8th Tokyo International Conference on African Development (TICAD 8) on 27-28 August 2022, hosted by the Government of Tunisia and the TICAD Co-organisers, namely the Government of Japan, UNOSAA, UNDP, African Union Commission and World Bank. The Public Partnership Consultant will act as an internal focal point for TICAD working closely with Tokyo team and other sectors of the organization, involved in the event. From UNICEF, we expect senior staff’s participation, either virtual or physically, in some sessions in the main conference as well as side events co-organized by UNICEF with partners, depending on the modality of the meetings in coordination with OED, ROs, AU Liaison Office (AULO), and other Divisions/Offices.

Key Responsibilities and Deliverables

Task 1: Provide coordination and technical support for the Office in preparation for TICAD 8 in coordination within UNICEF (OED, ROs, AULO, PG, PPD NY, etc.) and with external partners, e.g. MoFA/JICA. Gather and consolidate inputs from various parts of the organization on the preparatory documents.

Deliverable**: Preparatory documents and meetings for TICAD 8, e.g. briefing notes, agenda, etc. (by the 1st week of August 2022)

Task 2: Lead the Office’s preparation for one main side event for TICAD 8, e.g. online side events for general public; or working closely with Tunisia Country Office if the side-event will be in person.

Deliverable**: Coordination of all preparatory documents and meetings for side events of TICAD 8, e.g. briefing notes, agenda, event invitation, PPT slides, ED’s video message script etc. (by the 2nd week of August 2022)

Task 3: Provide logistics support for the Office in UNICEF staff’s attendance for TICAD 8 as necessary; and prepare the summary of its outcome and follow-up actions after TICAD 8.

Deliverable**: Summary Notes from TICAD 8 and related events. (by the 2nd week of September 2022)

Task 4: Support visibility/recognition materials for the Government of Japan, including one on Africa for TICAD 8, with the support of technical staff (UNV, external video producers, intern, communication advisers at relevant Regional Offices etc.)

Deliverable**: Visibility one-pager and video on Japan-UNICEF partnerships for Africa, draft twitter posts, Op-Ed article for Japanese newspaper etc. (by the 2nd week of August 2022)

*Task 5*****: Any other tasks as requested by the Supervisor

Deliverable: Monthly progress report (May-October 2022)

Contract Duration: 5 months (1 May - 30 September 2022)

The selected staff is expected to work in Japan, either teleworking or at UNICEF Tokyo office, during the assignment period preferably for the entire period or at least for 2 months at a minimum. Details related to working modality and duration are however negotiable.

To qualify as an advocate for every child you will have…

  • Advanced university degree in international development, international relations, public administration, social sciences or other related field.
  • Minimum of five years of international development and humanitarian assistance experience in the UN system. Experience in partnerships, communication and external/donor relations with Japan is an asset.
  • Familiarity with UNICEF CO programmes. Working experience in Africa is an asset.
  • Familiarity with donor visibility & recognition is an asset.
  • Fluency in English and Japanese (verbal and written).
  • Excellent written and oral communication skills.
  • Sets high levels of quality and productivity for self.
  • Seeks and quickly absorbs new information and techniques.
  • Proven ability to work under tight deadlines and drive for results.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
