The UNICEF Office for Relations with EU Institutions oversees and coordinates UNICEF’s relationship with European Institutions, especially the European Commission (DG ECHO, DG INTPA, DG NEAR etc.), the Council of the EU, the European External Action Service, the European Parliament and EU Financial Institutions. As a strategic partner with a clear positioning for a human rights and a results-driven approach in both the development and the humanitarian spheres it leverages with the EU institutions the rights and protection of children and women.

The Office is responsible for analyzing the EU funding environment and financial instruments, and the identification and mobilization of resources for children in support of UNICEF’s Strategic Plan. It works to enhance and strengthen the Organization’s partnership with the European Institutions, while supporting their strategic interactions with respective EU Delegations and ECHO offices at regional and country level.

How can you make a difference?

  • Contributes to the development of new partnerships and resource mobilization practices and approaches, becoming a focal point on specific thematic areas of strategic relevance for the EU-UNICEF partnership development, including education, mental health, and the triple development, humanitarian and peace nexus. Contributes to strengthening UNICEF´s positioning in these areas and explores opportunities to expand/leverage the partnership in line with UNICEFs Strategic Plan.
  • Summarize/analyze financial and programmatic information and trends, reflecting current obligations and future programme/project and/or budgetary implications, required to carry out specific operational/control tasks for programme/project implementation.
  • Provide support to UNICEF offices in the processing of grant applications for EU funding (Humanitarian and Development). Quality review of project proposals (results, objectives, budgets) and ensure adherence to application criteria, policies and guidance.
  • Act as inter-face between the UNICEF offices and the relevant EU Desks during project submissions and implementation. Ensure compliance with legal and operational requirements during implementation and at closure of project.
  • Support with key events such as Strategic dialogue, High level meetings, European Humanitarian Forum, pledging events, etc.
  • Assist with high level missions through drafting of briefing notes, participating in meetings with the relevant parts of the EU institutions during their visits and preparation of minutes/follow up actions.
  • Participate in key internal working groups including migration and education

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in development or humanitarian studies, international politics, international development, social science, human rights, law, business administration, development policy or other relevant field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 3 years of relevant professional experience.
  • Previous experience of working with the European Union or large international development/humanitarian organization or NGOs.
  • Experience with a UN agency is a strong asset.
  • Ability to work in a multicultural/international environment.
  • Excellent writing and research skills as well as analytical and conceptual thinking; ability to synthesize diverse sources of information and then communicate it concisely and effectively.
  • Ability to work independently and within a set time frame.
  • Fluency in English is required. Knowledge of French is an asset.
  • Computer literacy (Office 365, Outlook, Word, Excel, Power Point, SAP)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Reporting and coordination: The incumbent will have a primary reporting to the Senior Advisor, Humanitarian Affairs and a matrix reporting to the Deputy Director on all development related tasks, working in close collaboration with other team members of the Brussels team from the Humanitarian, Development and Advocacy/Communication sections.

Duty station: The consultancy will primarily be based in Brussels with possibility of teleworking within the EU. The incumbent will be solely responsible for work permit, visa and any other legal documents to work in Belgium.

Duration of the consultancy: 11 months

Contract type: This is for individual consultants only and will be full time. Applicants are requested to indicate a daily fee in USD. Expenses related to duty travel will be covered by UNICEF separately.
