Contract
This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.
The Public Outreach Consultant will support the communication activities of Ukraine's state authorities (the State Environmental Inspectorate of Ukraine (SEI), the Ministry of Environmental Protection and Natural Resources (MEPNR), and the Ukrainian Parliament’s Committee on Environmental Policy and Nature Management) on raising awareness about environmental damage caused by the war, making Ukraine's state authorities more accessible to different audiences and reaching out to the general public directly, using social media channels, websites, and other communications tools.
The Public Outreach Consultant will work under the project "Mitigating the risks of long-term environmental disasters in Ukraine through the establishment of a Coordination Centre on Environmental Damage Assessment".
One of main goals of the Project is support the State Environmental Inspectorate of Ukraine in development of necessary legislation for recording the evidence on environmental damage caused by the Russian military invasion, as well as practical mechanisms to collect the evidence throughout Ukraine. Considering emergency needs to recovery actions and limited capacities of the governmental bodies, there are significant needs of external support from international partners.
The project “Mitigating the risks of long-term environmental disasters in Ukraine through the establishment of a Coordination Centre on Environmental Damage Assessment” (Environmental Damage Assessment) aims to establish the Coordination Centre on Environmental Damage Assessment. It will enable the State Environmental Inspectorate of Ukraine to execute its mandate, through: •providing advisory and operational support for the development of the legal framework and institutional capacities; •elaborating impact assessment methodology; •training support to increase knowledge of the state officials; •functioning of the interactive platform on environmental damage (in coordination with other projects/donors); •development and implementation of communications campaigns to raise awareness amongst the public on environmental damage in general, including on its gendered impacts; •facilitating gender-responsive assessments of the environmental damage; •providing and assist in purchasing certified mobile stations/laboratories for measuring environmental data for the State Environmental Inspectorate.
The UNDP Energy and Environment Portfolio is seeking for a National UN Volunteer Specialist to support the Environmental Damage Assessment project in their activities.
The Public Outreach Consultant (National UN Volunteer Specialist) will report on biweekly basis and/or as required by project team.
Under the direct supervision of Project Manager and Communications Officer, the Public Outreach Consultant will play a crucial role in supporting the communication activities of Ukraine's state authorities (the State Environmental Inspectorate of Ukraine (SEI), the Ministry of Environmental Protection and Natural Resources (MEPNR), and the Ukrainian Parliament’s Committee on Environmental Policy and Nature Management).
This role is dedicated to raising awareness about environmental damage caused by the war and enhancing Ukraine's state authorities’ accessibility to a diverse range of audiences, including the general public. The Public Outreach Consultant will primarily utilize various communication channels, including social media, websites, and other tools, to effectively convey Ukraine's state authorities’ messages and objectives.
Key Responsibilities: 1. Public Engagement: Develop and implement strategies to engage the general public and key stakeholders in discussions and actions related to environmental damage assessment. 2. Social Media Management: Manage Ukraine's state authorities’ social media channels to disseminate information, share updates, and promote awareness campaigns regarding environmental damage. 3. Website Content: Ensure Ukraine's state authorities’ websites are regularly updated with relevant and engaging content, including articles, reports, and multimedia materials. 4. Communication Materials: Create and maintain a variety of communication materials such as press releases, newsletters, brochures, and visual content to convey Ukraine's state authorities’ environmental protection efforts. 5. Community Outreach: Collaborate with local communities, NGOs, and other organizations to foster cooperation in addressing environmental damage and promoting sustainability. 6. Public Relations: Establish and maintain positive relationships with media outlets and journalists to enhance Ukraine's state authorities’ visibility in the public sphere. 7. Data Analysis: Collect and analyze data related to public engagement efforts, utilizing key performance indicators to measure the effectiveness of outreach activities. 8. Collaboration: Work closely with the project team and relevant partners to ensure a coordinated and coherent approach to outreach activities.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity. This is a full-time contract.
Entitlements of National UN Volunteer Specialist (Kyiv Duty Station)
This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) 1587 USD (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.
Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave: UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
