Org. Setting and Reporting This position is located in the Digital Outreach Unit of the Communications and Public Mobilization Section, in the External Outreach Service of the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent reports to the Head of the Digital Outreach Unit.

Responsibilities Within delegated authority and depending on location, the Public Information Officer may be responsible for the following duties:

1) Conceptualizes, designs, plans, formulates and manages the Office's social media presence: - Produces complex material for OHCHR social media platforms, including multimedia assets (i.e., static and animated graphics, short videos), to publicize OHCHR’s storytelling projects, campaigns, strategic priorities, events, and other activities. - Provides social media support for critical fundraising moments throughout the year. - Develops, manages, defines the tone and generates content for the OHCHR social media presence such as Facebook, Twitter, Google+ and possibly others, and edits drafts prepared by junior officers. - Exercises journalistic and political judgment to make timely editorial decisions on what should go on OHCHR's social media platforms in various languages . Drafts complex material for UN social media platforms. - Plans and initiates strategic and proactive outreach activities through social media campaigns and collaboration with the UN-wide social media presence. - Actively identifies and maintains relations and partnerships with key stakeholders that contribute to the development and implementation of OHCHR's initiatives in the field of social media, such as digital/social media platforms, creators, and influencers. - Increases OHCHR's presence on social media platforms and strengthens OHCHR's brand awareness among target audiences. Promotes in-house social media usage, event promotion and engagement. - Evaluates results and impact of communications activities on social media platforms; reports on developments, trends and attitudes regarding the UN.

2) Generates and/or coordinates OHCHR social media content in UN official languages and ensures consistent editorial delivery : - Exercises journalistic and political judgment to make timely editorial decisions on what should go on OHCHR's social media platforms in various languages. - Monitors and evaluates interactions and feedback through OHCHR's social media presence, responds on behalf of the Office when deemed appropriate in liaison with relevant divisions and branches within OHCHR. - Assesses the impact of OHCHR's social media presence and outreach activities.

3) Contributes to OHCHR communications campaigns, especially for Human Rights Day, through social media initiatives and incorporating social media elements in OHCHR's communications activities.

4) Represents OHCHR in the UN social media communicators' group and liaises with social media focal points in the UN system and beyond.

5) Provides guidance to public information officers and human rights officers on the effective use of social media to help achieve human rights objectives of the Office.

6) Provides advice to managers and senior officers on the strategic use of social media to strengthen OHCHR's human rights leadership and advocacy role. Monitors and analyzes current events, public opinion and press, identifies issues and innovative trends in the online space, and advises management on appropriate action/responses.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

PLANNING AND ORGANISING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master's degree or equivalent) in communication, journalism, international relations or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in public information, journalism, public relations or related area is required.

Experience in social media campaigns is required.

Experience in human rights at the international level, preferably in the UN system is required.

Experience working with digital multimedia production tools (such as Adobe Premiere Pro, XD, InDesign, Photoshop) is desirable.

Experience in digital fundraising is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is required. Knowledge of a third UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
