Org. Setting and Reporting This position is located in the Peace and Security Section of the Communications Campaigns Service in the Strategic Communications Division in the Department of Global Communications. The Peace and Security Section designs and manages the implementation of global communications strategies to publicize UN work on priority peace and security issues, including peacekeeping, conflict prevention and peacemaking, peacebuilding, disarmament, counter-terrorism; trans-national organized crime and drug trafficking. The incumbent will report directly to the Chief of the Peace and Security Section.

Responsibilities Responsibilities: Under the direct supervision of the Chief of the Peace and Security Section and overall supervision of the Chief of Communications Campaigns Service within the Strategic Communications Division of the Department of Global Communications, the incumbent:

  • Takes the lead in strategy, planning, development and implementation of large, complex communications campaigns, primarily on peacekeeping related matters, including on sexual exploitation and abuse and gender parity; works with the Department of Peace Operations, peace operations in the field and other relevant UN entities to develop ways to implement global information campaigns and to incorporate the campaign message and themes into all relevant events and products.
  • Provides communications advice, expertise and operational support to UN operations, senior officers and other public information staff on a range of public affairs issues, methods and approaches; develops strategic partnerships with key constituencies to elicit support for promotional objectives; conducts assessment visits to peace operations to provide strategic communications support during various phases of an operation.
  • Assists in the formulation of policy guidance on strategic communications and public information, including drafting of budget and staffing requirements for new information components; provides strategic communications guidance and support to field operations that are transitioning or closing;
  • Organizes briefings for newly appointed Chiefs of Information and Spokespersons for UN peace operations; and assists in the development, implementation and further improvement of standard operating procedures of information components of UN peace operations;
  • Prepares or oversees preparation of a diverse range of public information products in support of UN peace operations and campaigns; evaluates the results and impact of various communications activities.
  • Represents the Department of Global Communications in meetings and conferences, fulfills speaking engagements; makes presentations to groups on UN peace operations and advocates on issues of concern; organizes public events, as necessary; plans and develops outreach to TCCs and PCCs; assists in the day-to-day operation of the Section;
  • May coordinate and direct a team of public information staff and/ or mentor and supervise the work of junior officers on specific projects;
  • Participates in mission-specific task forces at Headquarters; reviews and advises on the public information aspect of reports relating to UN peace operations, campaigns and other communication matters; works with DPO and DOS to screen and recommend candidates for information posts in the field, including rosters.

Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years of progressively responsible professional experience in journalism, communications or public relations or related field is required.

Experience working in planning and / or organizing public information activities of field missions is required.

Experience in designing and carrying out strategic communications and public information campaigns and activities with successful coverage by a wide range of media, including international media, is desirable.

Languages English and French are the working languages of the United Nations. For this post, fluency in, English is required. Fluency in French is desirable. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
