Org. Setting and Reporting This position is located in the Client Services and Outreach Section (CSOS) of the United Nations Joint Staff Pension Fund (UNJSPF) Secretariat. The incumbent reports to the Chief of Client Services and Outreach, in close coordination with the Special Assistant to the Chief Executive of Pension Administration, in charge of the overall communication strategy of the Fund secretariat. The Client Services and Outreach Section is responsible for communication with the Fund’s constituents and for providing them with access to clear, correct and useful information regarding pension matters, including for participation and financial entitlements from the Fund. The incumbent will have frequent interaction with the following: The Special Assistant to the Chief Executive of Pension Administration, Client Services and Outreach officers and UNJSPF staff, public information officers and pension specialists of UNJSPF member organizations & retirees’ associations.

Responsibilities Within delegated authority the Public Information Officer will be responsible for the following duties: •Participates in the conceptualization, design and execution of the overall public information and internal and external communication strategy of the UNJSPF, including design or re-design initiatives for the Fund’s website and the creation of multilingual contents. •Initiates and maintains regular internal and external communications through the production or the overseeing of the production of communications products (e.g. featured web articles and webpages, audio-visual, and social media and presentation materials, infographics, e-learning modules, booklets, brochures, etc.), including sourcing topics, undertaking research, determining appropriate channels and target audiences, preparing production plans, writing and editing drafts, obtaining clearances and finalizing design, printing procedures and distribution as appropriate. •participates in the definition, upgrade & maintenance of the UNJSPF communication channels including the website, the Fund’s social media channels, the monthly newsletter, the annual report and the annual letter; plans and develops outreach campaigns. •Participates in generation of survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Initiates and sustains professional relationships with key internal stakeholders, participates in building and maintaining information networks as appropriate. •Acts as focal point on specific communication issues, monitoring and reporting on developments, responding to inquiries, etc. •Monitors and analyzes current events, perception and understanding of UNJSPF, identifies issues and trends, and advises management on appropriate action/responses. •Keeps abreast on new technologies and channels relevant to the communication of the Fund and advises on possible changes. •Provides guidance to, and may supervise, more junior staff. •Performs other duties as required.

•PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in public information or relations, communication, journalism, marketing, information management, media or related area is required Experience in analyzing, and interpreting a diverse array of information from varied sources and condensing into concise briefs desirable. Experience in designing and producing a diverse variety of written, digital and visual communications products desirable. Experience in developing and tailoring communications strategies desirable. Experience in brand development and promotion desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include a desk review of PHPs, an assessment exercise and/or a competency-based interview.

Special Notice DURATION: Please note that this is a temporary job opening, open to internal as well as external candidates. This position is available until 31 Dec 2021 with possibility of extension, which is subject to extension of the mandate and/or the availability of the funds. The United Nations Joint Staff Pension Fund (UNJSPF) is an independent inter-agency body established by the United Nations General Assembly. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.
