Org. Setting and Reporting The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The position is located in the Conference and Information Systems Branch (CISB) of the Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, in Geneva.

Under the overall supervision and guidance of the CISB Chief, the incumbent has the following responsibilities:

Responsibilities 1. Develops and ensures implementation of information programs to publicize priority issues, major events, programme initiatives and accomplishments, and major activities of the BRS Secretariats; drafts information strategies, monitors and reports on progress, takes appropriate follow-up action, and analyses outcomes; participates in selecting the information transmitted to key constituencies.

2. Monitors and analyses current events, public opinion, press coverage, and information needs of the Parties and key constituents; identifies issues and trends and advises management on appropriate responses.

3. Promotes and coordinates media coverage (e.g. press conferences, interviews, press seminars, and special events) of priority issues and major events; develops media strategy and action plan, initiates pro-active media outreach.

4. Proposes, arranges and participates in press conferences/media coverage, disseminating materials and consulting with press on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage.

5. Produces or oversees production of information communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, newsletters, radio spot programs, social media etc.); proposes topics, undertakes research, determines appropriate target audience, prepares production plans, writes drafts, edits copy, and coordinates design approval, printing procedures and distribution.

6. Plans and coordinates the production of publications of the BRS Secretariat, ensuring adherence to mandates, strategic objectives and environmental sustainability directives.

7. Prepares, on the basis of official UN documentation and other sources, initial drafts of articles or chapters for inclusion in UN newsletters, periodicals, reports and books.

8. Develops and maintains information architecture of the websites of the BRS Secretariat; coordinates and exercises quality control over website content; follows up with and advises content managers to ensure information is up-to-date and adheres to standards for style, clarity, and coherency of content; creates standard formats and templates for web sections and web pages.

9. Initiates and sustains professional relationships with key partners, service providers and constituencies including , translators, designers, printers, Bureau Chiefs, editors, journalists for international news media, counterparts and mid-level officials in government, non-governmental organizations, businesses, academia and other areas of civil society.

10. Plans and coordinates exhibitions and side events during the meetings of the Conferences of the Parties and their subsidiary bodies.

11. Participates in the planning and preparation of the budget, work programme and spending plan for the information programme of the Secretariat.

12. May play a lead role on communications- and information-related matrix teams and /or task forces, overseeing and coordinating the work of Professional and General Services, consultants and interns.

13. Prepares and delivers lectures to visiting students and academics.

14. Performs other related duties as required.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education An advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.

Experience in writing and summarizing/aggregating information in packages for different audiences, is required.

Experience organizing press conferences and preparing press releases is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French and/or Spanish is desirable. Knowledge of another official United Nations language is an advantage.

NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
