Org. Setting and Reporting This position is located in the United Nations Resident Coordinator Office (RCO) in Haiti, which is part of the United Nations Resident Coordinator System (RCS).

The RCS ensures the coordination of all organizations of the United Nations dealing with operational activities for development at the country level, regardless of the nature of their presence in the country. It encompasses the United Nations Resident Coordinator (RC), the United Nations country team (UNCT) and the RCO and is supported by the United Nations Development Coordination Office (DCO).

The incumbent reports to the Senior Development Coordination Officer, Strategic Planning and Head of RCO.

Responsibilities Responsibilities: Within delegated authority and depending on location, the Public Information Officer may be responsible for the following duties: - Provides substantive support to the RC and the UNCT in designing, implementing and monitoring the United Nations joint advocacy and communication strategy, aligned to the United Nations Global Communications Strategy and based on promoting the UN Sustainable Development Cooperation Framework (UNSDCF) as a key instrument for the planning and implementation of United Nations development activities in the country, in support of the implementation of the 2030 Agenda for Sustainable Development. - In line with the Global Communications Strategy of the United Nations and the UNCT branding strategy, takes the lead in strategy, planning, development and implementation of large, complex communications strategies and campaigns with both traditional and social media components (e.g. global promotion initiatives, public information programmes for a region, broad-reaching subject specific issues, etc.); where appropriate, works with departments, funds and agencies, including in the context of leading and coordinating the country UN communications group (UNCG), to develop and implement campaigns system-wide and to incorporate campaign messages and themes into all relevant events and products, adapting and localising global communications and advocacy priorities promoting the work of the United Nations. - Identifies sources and seeks funding and other assistance for major campaigns, including those related to the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs). - Provides advice and expertise to the RC, resident representatives of other UN entities, managers, senior officers and other public information staff in the UNCT on a range of communications public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems, to include the provision of an effective crisis communications support. - Develops and coordinates strategic partnerships with key constituencies, including members of the UNCG, to elicit support for and maximize impact of promotional objectives; may serve as a spokesperson/principal liaison to media organizations, governmental bodies, national groups, private sector organizations, educational organizations, international organizations, etc. - Prepares or oversees preparation of a diverse range of information and communications products in support of major campaign initiatives. - Manages the integrated UNCT website and official social media accounts in the relevant languages and in line with existing governance mechanisms, and drafts complex material for these platforms as well as newsletters, periodicals, reports and books, etc.; edits drafts prepared by junior officers. - Evaluates results and impact of communications activities; reports on developments, trends and attitudes regarding the UN. - Represents the institution in meetings and conferences; fulfills speaking engagements and makes presentations to groups on UN activities and advocate issues of concern; organizes media coverage and arranges for media contacts, briefings, interviews; organizes seminars, lectures, conferences, public events on major issues and events concerning the organization. - Builds information networks with local media and UN communication officers; plans and oversees maintenance of publicly accessible information materials on the United Nations, both on- and off-line; plans and develops outreach activities. - Manages publications programme; produces materials for print/electronic/voice/visual media. - Assists is the day-to-day operation of the RCO to include participating in coordination of substantive and administrative activities of the office related to communications and advocacy, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results. - May coordinate and direct a team of public information staff and/or mentor and supervise the work of junior officers on specific projects. - Perform other related duties, as required.

    Education Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public information or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public information or related area is required.

    Experience in working in a crisis setting is required.

    A minimum of one year of experience managing resources, including personnel and/or budget, to support communications and advocacy activities in a local context, is desirable.

    Experience spokesperson in an international organization is desirable.

    Experience gained in an international environment is desirable.

    Languages English and French are the working languages of the United Nations. For the post advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.
